By unanimous consent, it was ordered, -- That the hours of sitting and order of business of the House on Thursday, April 29, 1999, shall be those provided in the Standing Orders for a Wednesday;

That the address of the President of the Czech Republic, to be delivered in the Chamber of the House of Commons at 10:00 a.m. on Thursday, April 29, 1999, before Members of the Senate and the House of Commons, together with all introductory and related remarks, be printed as an appendix to the House of Commons Debates for that day and form part of the records of this House; and

That the media recording and transmission of such address, introductory and related remarks be authorized pursuant to established guidelines for such occasions.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. McLellan (Minister of Justice), seconded by Mr. Massé (President of the Treasury Board), Bill C-68, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act in respect of criminal justice for young persons and to amend and repeal other Acts''.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Lincoln (Lac-Saint-Louis), seconded by Mr. Wood (Nipissing), Bill C-485, An Act to prohibit the export of water from Canada by pipeline, railway tank car, tank truck, tanker or interbasin transfers, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Goldring (Edmonton East), seconded by Mr. Hill (Macleod), Bill C-486, An Act to change the name of the electoral district of Edmonton East, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (Langley -- Abbotsford), seconded by Mr. Strahl (Fraser Valley), Bill C-487, An Act respecting a National Day Against Impaired Driving, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mr. Dhaliwal (Minister of National Revenue) for Mr. Mifflin (Minister of Veterans Affairs), seconded by Mr. Massé (President of the Treasury Board), moved, -- That the Bill be concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Dhaliwal (Minister of National Revenue) for Mr. Mifflin (Minister of Veterans Affairs), seconded by Mr. Massé (President of the Treasury Board), moved, -- That the Bill be now read a third and do pass.

A message was received from the Honourable Michel Bastarache, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the House in the Senate.
