The Order was read for the third reading of Bill C-55, An Act respecting advertising services supplied by foreign periodical publishers.

Ms. Copps (Minister of Canadian Heritage), seconded by Mrs. Stewart (Minister of the Environment), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Graham (Toronto Centre -- Rosedale) presented the Report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation at the meeting of the Organization for Security and Cooperation in Europe Parliamentary Assembly Standing Committee, held in Vienna, Austria, January 14 and 15, 1999. -- Sessional Paper No. 8565-361-51H.

Presenting Reports from Committees

Ms. Catterall (Ottawa West -- Nepean), from the Standing Committee on Procedure and House Affairs, presented the 60th Report of the Committee, which was as follows:

      The Committee recommends, pursuant to Standing Orders 104 and 114, the following change in the membership of the Standing Committee on Canadian Heritage:

Caroline St-Hilaire for Suzanne Tremblay

      The Committee recommends, pursuant to Standing Orders 104 and 114, that the following Member be added to the list of Associate Members of the Standing Committee on Canadian Heritage:

Suzanne Tremblay

      The Committee further recommends that where a Member is appointed as permanent member to a Committee in accordance with this report and to which he was previously appointed Associate Member, that the name of the Member be struck from the list of Associate Members of the said Committee.

A copy of the relevant Minutes of Proceedings was tabled.

Motions

By unanimous consent, Ms. Catterall (Ottawa West -- Nepean), seconded by Mr. Cullen (Etobicoke North), moved, -- That the 60th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The question was put on the motion and it was agreed to.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

The House resumed consideration of the motion of Ms. Copps (Minister of Canadian Heritage), seconded by Mrs. Stewart (Minister of the Environment), -- That Bill C-55, An Act respecting advertising services supplied by foreign periodical publishers, be now read a third time and do pass.

The debate continued.

MOTIONS

By unanimous consent, it was ordered, -- That Group ``A'', composed of seven members of the Standing Committee on Foreign Affairs and International Trade and of the Subcommittee on International Trade, Trade Disputes and Investment, be authorized to travel to Quebec, Montreal and Sainte-Hyacinthe from March 21 to 26, 1999, and Group ``B'', composed of seven members of the Standing Committee on Foreign Affairs and International Trade and of the Subcommittee on International Trade, Trade Disputes and Investment, be authorized to travel to St. John's, Newfoundland, Halifax and Fredericton from March 21 to 26, 1999, in order to hold public hearings in relation to its examination of Canada's trade objectives and the forthcoming agenda of the World Trade Organization, and examination of Canada's priority interests in the FTAA process, and that the necessary staff do accompany the Committee.

The House resumed consideration of the motion of Mr. Gallaway (Sarnia -- Lambton), seconded by Mr. Steckle (Huron -- Bruce), -- That Bill C-393, An Act to amend the Competition Act, 1998 (negative option marketing), be now read a second time and referred to the Standing Committee on Industry.

The debate continued.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
