Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Scott (Solicitor General of Canada), Bill C-13, An Act to amend the Parliament of Canada Act, was introduced, read the first time, ordered to be printed and, by unanimous consent, ordered for a second reading later this day.

By unanimous consent, Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Patry (Pierrefonds -- Dollard), moved, -- That 4 members of the Committee and 1 staff member of the Standing Committee on National Defence and Veterans Affairs be authorized to travel to Aviano (Italy), Zagreb (Croatia), Velika Kladusa, Coralici, Bihac, Drvar, Zgon, Banja Luka, Sarejevo (Bosnia) and Zurich (Switzerland) from November 6 to 13, 1997, in order to examine Canada's continuing involvement in the international Stabilization Force (SFOR) in Bosnia.

The question was put on the motion and it was agreed to.


By unanimous consent, Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Patry (Pierrefonds -- Dollard), moved, -- That the Standing Committee on National Defence and Veterans Affairs be authorized to travel in Europe on the subject of the stabilization force in Bosnia.

The House resumed consideration of the motion of Mrs. Stewart (Minister of Indian Affairs and Northern Development), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), -- That Bill C-6, An Act to provide for an integrated system of land and water management in the Mackenzie Valley, to establish certain boards for that purpose and to make consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

The debate continued.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until later today at the expiry of the time provided for Government Orders.

MOTIONS

By unanimous consent, it was ordered, -- That the Order made on Tuesday, October 21, 1997, referring Bill C-10, An Act to implement a convention between Canada and Sweden, a convention between Canada and the Republic of Lithuania, a convention between Canada and the Republic of Kazakhstan, a convention between Canada and the Republic of Iceland and a convention between Canada and the Kingdom of Denmark for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and to amend the Canada-Netherlands Income Tax Convention Act, 1986 and the Canada-United States Tax Convention Act, 1984, to the Standing Committee on Finance be discharged and the Bill be referred to the Standing Committee on Industry.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-3, An Act respecting DNA identification and to make consequential amendments to the Criminal Code and other Acts.

Mr. Herron (Fundy -- Royal), seconded by Mrs. Wayne (Saint John), moved, -- That, in the opinion of this House, the government should actively develop an innovative National Shipbuilding Policy which focuses on making ship yards internationally competitive by providing tax incentives and construction financing comparable to what is being provided elsewhere in the world and which ensures reasonable access to foreign markets, particularly the United States of America; and should recognize that such a policy would not provide direct subsidies, but create alternatives methods of support to ensure the growth of the industry.
