Mr. Epp (Elk Island), seconded by Mr. Goldring (Edmonton East), moved, -- That the 13th Report of the Standing Committee on Procedure and House Affairs, presented on Wednesday, November 26, 1997, be concurred in.

Mr. White (North Vancouver), seconded by Mr. Martin (Esquimalt -- Juan de Fuca), moved the following amendment, -- That the motion be amended by deleting all the words after the ``That'' and substituting the following:

``the 13th Report be not now concurred in, but that it be recommitted to the Standing Committee on Procedure and House Affairs with instruction that they amend the same so as to recommend that all Private Members' Business be votable and appropriate measures be taken to ensure that an increased amount of time is available in the House for such Business.''
