Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Solomon (Regina -- Lumsden -- Lake Centre), seconded by Mr. Marchand (Québec East), Bill C-384, An Act respecting the Energy Price Commission, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, a petition certified correct by the Clerk of Petitions was presented as follows:

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-36, An Act to implement certain provisions of the budget tabled in Parliament on February 24, 1998.

Mr. Chan (Secretary of State (Asia-Pacific)) for Mr. Martin (Minister of Finance), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

Mr. Solberg (Medicine Hat), seconded by Mr. Epp (Elk Island), moved the following amendment, -- That all the words after the word ``That'' be deleted and the following substituted:

    ``this House declines to give second reading to Bill C- 36, An Act to implement certain provisions of the budget tabled in Parliament on February 24, 1998, since the principle of the Bill, while charging the Consolidated Revenue Fund to establish and fund the Canada Millennium Scholarship Foundation, fails to guarantee that appropriate and objective accounting standards will be followed as advocated by the Auditor-General.''

Debate arose thereon.

MOTIONS

By unanimous consent, it was ordered, -- That, at the conclusion of the debate Thursday, March 26, 1998, on Motion M-198 under the name of the Member for Shefford, all questions necessary to dispose of the said motion shall be deemed put, a recorded division deemed requested and deferred until Tuesday, March 31, 1998, at the expiry of the time provided for Private Members' Business.

NOTICE OF MOTION

Mr. Blaikie (Winnipeg Transcona), seconded by Ms. Wasylycia-Leis (Winnipeg North Centre), moved, -- That, in the opinion of this House, the government should consider implementing a tax credit or tax rebate that would compensate parents for the substantial costs of enrolling their children in youth activities. (Private Members' Business M-306)
