Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Qu'Appelle), seconded by Mr. Blaikie (Winnipeg Transcona), Bill C-395, An Act to amend the Canada Pension Plan (early pension entitlement for police officers and firefighters), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Questions on Order Paper

Pursuant to Standing Order 39(7), the following question was made an Order for Return:

    Q-82 -- Mr. Duncan (Vancouver Island North) -- For each year between 1985 and 1997 (inclusive), what was the total tonnage of fish caught by foreign vessels inside Canada's 200 mile limit, including allocated quota, traditional quota given under bilateral agreements or treaties, permitted by-catch quota, and quotas based on stocks delcared surplus to Canadian needs?

Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the Return to this Order. -- Sessional Paper No. 8555-361-82.

NOTICES OF MOTIONS FOR THE PRODUCTION OF PAPERS

The Notices of Motions for the Production of Papers P-9 and P-15 were called and, pursuant to Standing Order 97(1), were transferred by the Clerk to the Order of "Notices of Motions (Papers)".

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Fisheries and Oceans of Bill C-27, An Act to amend the Coastal Fisheries Protection Act and the Canada Shipping Act to enable Canada to implement the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks and other international fisheries treaties or arrangements.

Mr. Anderson (Minister of Fisheries and Oceans), seconded by Mr. Pettigrew (Minister of Human Resources Development), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Fisheries and Oceans.

Debate arose thereon.

QUORUM

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After eight minutes, a quorum was found.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Anderson (Minister of Fisheries and Oceans), seconded by Mr. Pettigrew (Minister of Human Resources Development), -- That Bill C-27, An Act to amend the Coastal Fisheries Protection Act and the Canada Shipping Act to enable Canada to implement the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks and other international fisheries treaties or arrangements, be now read a second time and referred to the Standing Committee on Fisheries and Oceans.

The debate continued.

MOTIONS

By unanimous consent, it was ordered, -- That the motion for concurrence in the 29th Report of the Standing Committee on Procedure and House Affairs, presented on Monday, April 27, 1998, standing on the Order Paper in the name of Mr. Adams (Peterborough), be deemed to have been put and a division thereon demanded and deferred to Tuesday, May 5, 1998, at the expiry of the time provided for Government Orders.


By unanimous consent, it was ordered, -- That one Member of the Standing Committee on Natural Resources and Government Operations be authorized to travel to Calgary, Alberta, from May 3 to May 6, 1998, in order to attend a conference on climate change.


By unanimous consent, it was ordered, -- That six Members of the Standing Committee on Natural Resources and Government Operations, or Associate Members acting as their designated substitutes, be authorized to travel to Prince George, British Columbia, from May 7 to May 10, 1998, in order to attend the Forest Expo Conference.
