Pursuant to Standing Order 34(1), Mr. Patry (Pierrefonds -- Dollard) presented the Report of the Canadian parliamentary delegation of the Assemblée parlementaire de la Francophonie respecting its participation at the meeting of the APF Parliamentary Affairs Committee, held in Phnom Penh, Cambodia, from March 2 to 4, 2000. -- Sessional Paper No. 8565-362-52-03.

Presenting Reports from Committees

Mr. Lincoln (Lac-Saint-Louis), from the Standing Committee on Canadian Heritage, presented the First Report of the Committee (Bill C-27, An Act respecting the national parks of Canada, with amendments). -- Sessional Paper No. 8510-362-67.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 25 and 27 to 34) was tabled.

Mr. Adams (Peterborough), from the Standing Committee on Human Resources Development and the Status of Persons with Disabilities, presented the Third Report of the Committee (Seeking A Balance: Final Report on Human Resources Development Canada Grants). -- Sessional Paper No. 8510-362-68.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 10, 17 to 24, 28 to 32 and 34 to 36) was tabled.

Motions

Mr. Hilstrom (Selkirk -- Interlake), seconded by Mr. Duncan (Vancouver Island North), moved, -- That the First Report of the Standing Committee on Agriculture and Agri-Food, presented on Tuesday, February 22, 2000, be concurred in.

Debate arose thereon.

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mrs. Ur (Lambton -- Kent -- Middlesex), moved, -- That the House do now proceed to the Orders of the Day.

The question was put on the motion and it was agreed to on division.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Transport of Bill C-34, An Act to amend the Canada Transportation Act.

Mr. Collenette (Minister of Transport), seconded by Mr. Dion (Minister of Intergovernmental Affairs), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Transport.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Transport.

The House resumed consideration at report stage of Bill C-32, An Act to implement certain provisions of the budget tabled in Parliament on February 28, 2000, as reported by the Standing Committee on Finance without amendment;

And of the motions in Group No. 1 (Motions Nos. 1 and 2).

Motion No. 1 of Mr. Solberg (Medicine Hat), seconded by Mr. Gilmour (Nanaimo -- Alberni), -- That Bill C-32 be amended by deleting Clause 35.

Motion No. 2 of Mr. Solberg (Medicine Hat), seconded by Mr. Gilmour (Nanaimo -- Alberni), -- That Bill C-32 be amended by deleting Clause 36.

The debate continued on the motions in Group No. 1.

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After one minute, a quorum was found.
