Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Hart (Okanagan -- Coquihalla), Bill C-294, An Act to amend the Employment Equity Act (elimination of designated groups and numerical goals) and the Canadian Human Rights Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Hart (Okanagan -- Coquihalla), Bill C-295, An Act to establish principles of responsible fiscal management and to require regular publication of information by the Minister of Finance to demonstrate the Government's adherence to those principles, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Mahoney (Mississauga West), seconded by Mr. Serré (Timiskaming -- Cochrane), Bill C-296, An Act respecting beverage containers, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Cadman (Surrey North), seconded by Mr. Hart (Okanagan -- Coquihalla), Bill C-297, An Act to amend the Young Offenders Act, was introduced, read the first time and ordered to be printed.

Pursuant to Standing Order 86.1, the Bill (previously Bill C-260, 1st Session, 36th Parliament) was deemed read the second time and referred to the Standing Committee on Justice and Human Rights.

The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Ms. Robillard (President of the Treasury Board), -- That Bill C-4, An Act to implement the Agreement among the Government of Canada, Governments of Member States of the European Space Agency, the Government of Japan, the Government of the Russian Federation, and the Government of the United States of America concerning Cooperation on the Civil International Space Station and to make related amendments to other Acts, be now read a second time and referred to the Standing Committee on Industry.

At 6:30 p.m., pursuant to Order made Thursday, October 28, 1999, the House resumed consideration of the motion of Mr. Duceppe (Laurier -- Sainte-Marie), seconded by Mr. de Savoye (Portneuf), -- That this House reaffirms its desire to maintain the provisions of section 6.1(a) of the Air Canada Public Participation Act limiting ownership of the capital stock of Air Canada by any person or group to 10 % of the voting shares.

The House proceeded to the taking of the deferred recorded division on the amendment of Mr. Guimond (Beauport -- Montmorency -- Côte-de-Beaupré -- Île d'Orléans), seconded by Mr. Loubier (Saint- Hyacinthe -- Bagot), -- That the motion be amended by adding after the word ``reaffirms'' the following:
