At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Lunn (Saanich -- Gulf Islands), moved, -- That, in the opinion of this House, the government should convene a meeting of "like-minded" nations in order to develop a multilateral plan of action to reform international organizations (e.g. International Monetary Fund, World Bank, United Nations) so that they can identify the precursors of conflict and establish multilateral conflict- prevention initiatives. (Private Members' Business M-30)

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

GOVERNMENT ORDERS

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Gagliano (Minister of Public Works and Government Services), moved, -- That, in relation to Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations, not more than one further sitting day shall be allotted for the consideration of the second reading stage of the said Bill; and

That, fifteen minutes before the expiry of the time provided for Government Orders on the day allotted to the second reading stage consideration of the said Bill, any proceedings before the House shall be interrupted, if required, for the purpose of this Order, and, in turn every question necessary for the disposal of the second reading stage of the Bill then under consideration shall be put forthwith and successively, without further debate or amendment.

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. MacAulay (Solicitor General of Canada), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), Bill S-10, An Act to amend the National Defence Act, the DNA Identification Act and the Criminal Code, was read the first time and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Order 45, the House resumed consideration of the motion of Mr. Duceppe (Laurier -- Sainte- Marie), seconded by Ms. Lalonde (Mercier), -- That this House instruct the Legislative Committee on Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference, to hold public hearings in all regions of Quebec and Canada so as to hear as many witnesses having an interest in the Bill as possible, that the hearings be broadcast and that the Committee be given sufficient resources to hold such hearings, all in accordance with the rules and practices of the House.
