Recommendation

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act respecting the protection of wildlife species at risk in Canada".

Mr. Lowther (Calgary Centre), seconded by Mr. Epp (Elk Island), moved the following amendment, -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

"Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations, be not now read a third time but be referred back to the Standing Committee on Justice and Human Rights for the purpose of examining the feasibility of adding a definition of marriage to all relevant clauses of the Bill so as to have the effect of adding the definition to each Act being amended by the Bill such that the definition will carry significant legal force and effect."
