Meeting No. 38

Thursday, December 6, 2001

The Standing Committee on National Defence and Veterans Affairs met in a televised session at 3:33 p.m. this day, in Room 253-D, Centre Block, the Chair, David Pratt, presiding.

Members of the Committee present: Rob Anders, Claude Bachand, Cheryl Gallant, John O'Reilly, David Pratt, David Price, Carmen Provenzano, Peter Stoffer and Bryon Wilfert.

Acting Members present: Claude Duplain for Bob Wood; Yolande Thibeault for Stan Dromisky; Roy Cullen for Janko Perić and Diane St-Jacques for Bryon Wilfert.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.

Witnesses: From the Department of National Defence: Colonel Dominic McAlea, Deputy Legal Advisor (Military), National Defence and Canadian Forces Legal Advisor; Colonel Allan Fenske, Deputy Judge Advocate General / Human Resources, Office of the Judge Advocate General; Jean Boisjoli, Senior Counsel, National Defence and Canadian Forces Legal Advisor.

Pursuant to Standing Order 108(2), the Committee convened for a briefing session on Part 10 (National Defence Act) of Bill C-42, Public Safety Act.

Colonel McAlea made an opening statement and, with the other witnesses, answered questions.

The Committee considered its future business.

On motion of David Price, it was agreed, - That, in relation to its study on the state of readiness of the Canadian Forces, the Standing Committee on National Defence and Veterans Affairs be authorized to travel to Brussels (Belgium), Bonn (Germany), Paris (France), London (England), from February 18 to March 2, 2002, for a fact finding mission on counter-terrorism; that the necessary staff accompany the Committee; and that the proposed budget in the amount of $208,332 be adopted for the Committee’s travel.

At 5:25 p.m., the Committee adjourned to the call of the Chair.
