Introduction of Government Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Mr. Collenette (Minister of Transport), seconded by Mr. MacAulay (Solicitor General of Canada), Bill C-38, An Act to amend the Air Canada Public Participation Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Presenting Reports from Inter-parliamentary Delegations
Pursuant to Standing Order 34(1), Ms. Torsney (Burlington) presented the Report of the Canadian Group of the Inter-Parliamentary Union respecting its participation at the 105th conference and related meetings, held in Havana, Cuba, from March 28 to April 7, 2001. -- Sessional Paper No. 8565-371-60-02.
Pursuant to Standing Order 34(1), Mrs. Parrish (Mississauga Centre) presented the Report of the Canadian NATO Parliamentary Association respecting its participation at the meeting of the Economics and Security Committee of the NATO Parliamentary Assembly, held in Washington, D.C., and Boston, from June 11 to 15, 2001. -- Sessional Paper No. 8565-371-50-06.
Pursuant to Standing Order 34(1), Mrs. Parrish (Mississauga Centre) presented the Report of the Canadian NATO Parliamentary Association respecting its participation at the meeting of the Sub-Committee on Future Security and Defence Capabilities of the NATO Parliamentary Assembly, held in Germany from June 25 to 29, 2001. -- Sessional Paper No. 8565-371-50-07.
Introduction of Private Members' Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Lebel (Chambly), seconded by Mr. Asselin (Charlevoix), Bill C-404, An Act to amend the Canada Post Corporation Act (mail contractors), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Cadman (Surrey North), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-405, An Act to amend the Corrections and Conditional Release Act (parole hearings), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Presenting Petitions
Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:
-- by Mr. Adams (Peterborough), one concerning Canada's railways (No. 371-0419) and one concerning health care services (No. 371-0420).
Questions on Order Paper
Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answers to questions Q-68 and Q-70 on the Order Paper.
GOVERNMENT ORDERS
The Order was read for the consideration at report stage of Bill C-32, An Act to implement the Free Trade Agreement between the Government of Canada and the Government of the Republic of Costa Rica, as reported by the Standing Committee on Foreign Affairs and International Trade without amendment.
Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Mr. Pettigrew (Minister for International Trade), seconded by Mr. MacAulay (Solicitor General of Canada), moved, -- That the Bill be concurred in at report stage.
The question was put on the motion and it was agreed to.
Accordingly, the Bill was concurred in at report stage.
Pursuant to Standing Order 76.1(11), Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Mr. Pettigrew (Minister for International Trade), seconded by Mr. MacAulay (Solicitor General of Canada), moved, -- That the Bill be now read a third time and do pass.
Debate arose thereon.

ORAL QUESTIONS
Pursuant to Standing Order 30(5), the House proceeded to Oral Questions.
ROYAL ASSENT
The Speaker informed the House that the Honourable the Deputy Governor General will proceed to the Senate today at 3:30 p.m. for the purpose of giving the Royal Assent to a Bill.
GOVERNMENT ORDERS
The House resumed consideration of the motion of Mr. Pettigrew (Minister for International Trade), seconded by Mr. MacAulay (Solicitor General of Canada), -- That Bill C-32, An Act to implement the Free Trade Agreement between the Government of Canada and the Government of the Republic of Costa Rica, be now read a third time and do pass.
The debate continued.
The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Tuesday, October 30, 2001, at the expiry of the time provided for Government Orders.
PRIVATE MEMBERS' BUSINESS
At 3:25 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.
Mrs. Kraft Sloan (York North), seconded by Mrs. Thibeault (Saint-Lambert), moved, -- That, in the opinion of this House, the government should recognize the first Sunday of June of each year as National Rivers Day. (Private Members' Business M-382)
Debate arose thereon.
ROYAL ASSENT
A Message was received from the Honourable Louise Arbour, Puisne Judge of the Supreme Court of Canada, in her capacity as Deputy Governor General, desiring the immediate attendance of the Commons in the Senate.
Accordingly, the Speaker, with the Commons, proceeded to the Senate.
The Commons returned to the Chamber.
Whereupon, the Speaker reported that when the Commons had been in the Senate, the Honourable the Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bill:

Bill S-23, An Act to amend the Customs Act and to make
related amendments to other Acts -- Chapter No. 25.
