GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-34, An Act to establish the Transportation Appeal Tribunal of Canada and to make consequential amendments to other Acts, as reported by the Standing Committee on Transport and Government Operations without amendment.

Mr. Collenette (Minister of Transport), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Collenette (Minister of Transport), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), moved, -- That the Bill be now read a third time and do pass.

Mr. Jordan (Leeds -- Grenville), from the Standing Committee on Procedure and House Affairs, presented the 33rd Report of the Committee, which was as follows:

The Committee recommends, pursuant to Standing Orders 104 and 114, the following changes in the membership of Standing Committees:

The Committee further recommends, pursuant to the Order of the House adopted May 17, 2001, and Standing Orders 104 and 114, the following change in the membership of the Special Committee on Non-Medical Use of Drugs:

Motions

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), -- That Bill C-34, An Act to establish the Transportation Appeal Tribunal of Canada and to make consequential amendments to other Acts, be now read a third time and do pass.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.

PRIVATE MEMBERS' BUSINESS

At 12:10 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

Ms. Lill (Dartmouth), seconded by Mr. Godin (Acadie -- Bathurst), moved, -- That, in the opinion of this House, the government should recognize and uphold, in its treatment of requests for the royal prerogative of mercy, the principle that the lives of all Canadians, including the lives of persons with disabilities, must be treated, and be perceived to be treated, equally under the law. (Private Members' Business M-372)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
