The Clerk informed the House of the unavoidable absence of the Speaker.

Thereupon, Mr. Bélair (Timmins -- James Bay), Deputy Chairman of Committees of the Whole, took the Chair, pursuant to Standing Order 8.

PRAYERS

PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-264, An Act to amend the Marriage (Prohibited Degrees) Act (marriage between persons of the same sex).

Mr. Robinson (Burnaby -- Douglas), seconded by Ms. Davies (Vancouver East), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Tremblay (Lac-Saint-Jean-Saguenay), seconded by Ms. Lalonde (Mercier), moved, -- That this House call upon the government to review its international aid policy with a view to substantially increasing the funds available for Canadian humanitarian aid, particularly in the context of the military interventions in Afghanistan, and to increasing the level of its aid for development to 0.7% of GDP, as recommended by the United Nations.

Debate arose thereon.

MOTIONS

By unanimous consent, it was ordered, -- That at the conclusion of the debate on the motion presented today in relation to the Business of Supply, all questions necessary to dispose of the motion be deemed put and a recorded division be deemed requested and deferred until Tuesday, October 30, 2001, at the expiry of the time provided for Government Orders.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Mrs. Wayne (Saint John), Bill C-406, An Act to amend the Divorce Act (custody of grandchildren), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Questions on Order Paper

Pursuant to Standing Order 39(7), Mr. Jordan (Parliamentary Secretary to the Prime Minister) presented the return to the following question was made an order for return:

Q-18 -- Ms. Girard-Bujold (Jonquière) -- For the fiscal years 1997-1998 and 1998-1999, can the government provide a detailed list of all funds paid by departments and Crown corporations to the 75 ridings in Quebec and the 17 administrative regions in Quebec, indicating separately the amounts paid out by the federal government in employment insurance and old age pensions to the 75 ridings in Quebec and the 17 administrative regions in Quebec? -- Sessional Paper No. 8555-371-18.
