Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nault (Minister of Indian Affairs and Northern Development), seconded by Mr. Collenette (Minister of Transport), Bill C-39, An Act to replace the Yukon Act in order to modernize it and to implement certain provisions of the Yukon Northern Affairs Program Devolution Transfer Agreement, and to repeal and make amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to replace the Yukon Act in order to modernize it and to implement certain provisions of the Yukon Northern Affairs Program Devolution Transfer Agreement, and to repeal and make amendments to other Acts''.

Presenting Reports from Committees

By unanimous consent, it was resolved, -- That the 35th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

By unanimous consent, it was ordered, -- That, notwithstanding the Order made on September 26, 2001, the Standing Committee on Justice and Human Rights be instructed to report Bill C-15B, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act, no later than Thursday, December 6, 2001;

That the House not sit on November 23, 2001, provided that, if a bill is reported from a committee on November 22, 2001, the report stage of the said bill may be taken up on or after November 26, 2001, and notices of amendment motions for the said report stage may be given at any time before 2:00 p.m. on November 23, 2001, and be duly printed in the Notice Paper on November 26, 2001; and

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport), seconded by Mr. Anderson (Minister of the Environment), -- That Bill C-38, An Act to amend the Air Canada Public Participation Act, be now read a second time and referred to the Standing Committee on Transport and Government Operations.

The debate continued.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Transport and Government Operations.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Martin (Winnipeg Centre), seconded by Mr. Proctor (Palliser), moved, -- That, in the opinion of this House, any actuarial surplus in any pension plan or employee benefit plan should be considered the deferred wages and exclusive property of the employees and should only be used to improve the benefits of retirees or to provide a contribution holiday for employees. (Private Members' Business M-401)

Debate arose thereon.
