Pursuant to Standing Order 79(3), the Speaker read the following Message from Her Excellency the Governor General, presented by Ms. Robillard (President of the Treasury Board):

Message on Estimates

Her Excellency the Governor General transmits to the House of Commons the Supplementary Estimates (A) of sums required for the public service of Canada in the fiscal year ending on March 31, 2002, and in accordance with section 54 of the Constitution Act, 1867, recommends these Estimates to the House of Commons.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacAulay (Solicitor General of Canada) for Ms. McLellan (Minister of Justice), seconded by Mr. Rock (Minister of Health), Bill C-40, An Act to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain provisions that have expired, lapsed, or otherwise ceased to have effect, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Reports from Committees

Mr. Scott (Fredericton), from the Standing Committee on Justice and Human Rights, presented the Seventh Report of the Committee (extension of deadline for reporting Bill C-15B). -- Sessional Paper No. 8510-371-86.

Mr. Lincoln (Lac-Saint-Louis), from the Standing Committee on Canadian Heritage, presented the Second Report of the Committee (Bill C-10, An Act respecting the national marine conservation areas of Canada, with amendments). -- Sessional Paper No. 8510-371-87.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bélanger (Ottawa -- Vanier), seconded by Mr. Adams (Peterborough), Bill C-407, An Act to amend the Canada Health Act (linguistic duality), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

APPLICATIONS FOR EMERGENCY DEBATE

Pursuant to Standing Order 52, Mr. Crête (Kamouraska -- Rivière-du-Loup -- Témiscouata -- Les Basques) asked for leave to move the adjournment of the House for the purpose of discussing a specific and important matter requiring urgent consideration, namely, the softwood lumber industry.

The Speaker decided that the matter was proper to be discussed and, pursuant to Standing Order 52(9), directed that it be considered later this day, at the ordinary hour of daily adjournment.

GOVERNMENT ORDERS

Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), seconded by Mr. Rock (Minister of Health), moved, -- That this House take note of on-going pre-Budget consultations. (Government Business No. 17)

Mr. Day (Okanagan -- Coquihalla), seconded by Mr. Stinson (Okanagan -- Shuswap), moved the following amendment, -- That the motion be amended by adding the following:

``and in particular, the need to increase spending on national defence and public security by reducing waste and spending in low and falling priority areas, such as the proposed new Industry Canada-HRDC strategy paper, preserve and accelerate scheduled tax reductions, restore confidence in the Canadian dollar, and avoid falling back into a fiscal deficit.''

Ms. Picard (Drummond), seconded by Mr. Loubier (Saint-Hyacinthe -- Bagot), moved the following subamendment, -- That the amendment be amended by adding after the words ``tax reductions'' the following:

``while improving the employment insurance system''

ROYAL ASSENT

A Message was received from the Honourable Jack Major, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the Commons in the Senate.

Accordingly, the Speaker, with the Commons, proceeded to the Senate.

Whereupon, the Speaker reported that when the Commons had been in the Senate, the Honourable the Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

Mr. Mills (Red Deer), seconded by Mr. Epp (Elk Island), moved, -- That, in the opinion of this House, the government should renew discussions on climate change through the development of a new transparent, accountable consultation process, based on sound science and economic study, that results in realistic goals for carbon emissions reduction. (Private Members' Business M-381)

MESSAGES FROM THE SENATE

A Message was received from the Senate informing this House that the Senate has passed the following Bill, to which the concurrence of the House is desired:

S-31, An Act to implement agreements, conventions and protocols concluded between Canada and Slovenia, Ecuador, Venezuela, Peru, Senegal, the Czech Republic, the Slovak Republic and Germany for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.
