Introduction of Government Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pettigrew (Minister for International Trade), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), Bill C-41, An Act to amend the Canadian Commercial Corporation Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Recommendation

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Canadian Commercial Corporation Act''.
Presenting Reports from Inter-parliamentary Delegations
Pursuant to Standing Order 34(1), Ms. Carroll (Barrie -- Simcoe -- Bradford) presented the Report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation at the Fourth Part of the 2001 session of the Parliamentary Assembly of the Council of Europe, held in Strasbourg, France, from September 24 to 28, 2001. -- Sessional Paper No. 8565-371-51-07.
Pursuant to Standing Order 34(1), Mr. McKay (Scarborough East) presented the Report of the Canadian delegation of the Canada-Taiwan Parliamentary Friendship Group respecting its visit to Taiwan from August 1 to 8, 2001. -- Sessional Paper No. 8565-371-64-01.

Mr. Pratt (Nepean -- Carleton), from the Standing Committee on National Defence and Veterans Affairs, presented the Third Report of the Committee (State of Readiness of the Canadian Forces: Response to the Terrorist Threat). -- Sessional Paper No. 8510-371-89.
Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

First Reading of Senate Public Bills
Pursuant to Standing Order 69(2), on motion of Mr. Goodale (Minister of Natural Resources) for Mr. Collenette (Minister of Transport), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), Bill S-33, An Act to amend the Carriage by Air Act, was read the first time and ordered for a second reading at the next sitting of the House.
Presenting Petitions
Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Motions
By unanimous consent, it was ordered, -- That the Standing Committee on Transport and Government Operations be authorized to travel to Washington, D.C., from November 25 to 27, 2001, in relation to its study of airline and airport safety, and that the necessary staff do accompany the Committee.
GOVERNMENT ORDERS
The House resumed consideration of the motion of Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), seconded by Mr. Rock (Minister of Health), -- That this House take note of on-going pre-Budget consultations; (Government Business No. 17)
And of the amendment of Mr. Day (Okanagan -- Coquihalla), seconded by Mr. Stinson (Okanagan -- Shuswap), -- That the motion be amended by adding the following:

``and in particular, the need to increase spending on national defence and
public security by reducing waste and spending in low and falling priority
areas, such as the proposed new Industry Canada-HRDC strategy paper,
preserve and accelerate scheduled tax reductions, restore confidence in the
Canadian dollar, and avoid falling back into a fiscal deficit.'';
And of the subamendment of Mrs. Picard (Drummond), seconded by Mr. Loubier (Saint-Hyacinthe -- Bagot), -- That the amendment be amended by adding after the words ``tax reductions'' the following:
-
``while improving the employment insurance system''

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-344, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act (marihuana).
Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Gouk (Kootenay -- Boundary -- Okanagan), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.
Debate arose thereon.
