The Order was read for the second reading and reference to the Standing Committee on Finance of Bill S-31, An Act to implement agreements, conventions and protocols concluded between Canada and Slovenia, Ecuador, Venezuela, Peru, Senegal, the Czech Republic, the Slovak Republic and Germany for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

Ms. McLellan (Minister of Justice) for Mr. Martin (Minister of Finance), seconded by Mr. Duhamel (Minister of Veterans Affairs), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Miss Grey (Edmonton North), Bill C-412, An Act to amend the Corrections and Conditional Release Act and the Criminal Code (sentencing judge to determine level of security of incarceration of inmate for first third of sentence), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Duhamel (Minister of Veterans Affairs), -- That Bill S-31, An Act to implement agreements, conventions and protocols concluded between Canada and Slovenia, Ecuador, Venezuela, Peru, Senegal, the Czech Republic, the Slovak Republic and Germany for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income, be now read a second time and referred to the Standing Committee on Finance.

The debate continued.

MOTIONS

By unanimous consent, it was ordered, -- That the Standing Committee on Citizenship and Immigration be authorized to travel to Washington, D.C., during the week of November 19 or the week of November 26, 2001, in relation to its study on security at ports of entry in Canada, and that the necessary staff do accompany the Committee.
