Private Members' Business

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Breitkreuz (Yorkton--Melville), seconded by Mr. White (North Vancouver), moved, -- That, in the opinion of this House, the government should bring in amendments to the Canadian Wheat Board Act to change the "Object" of the Act from "marketing in an orderly manner" to "marketing to maximize the return for producers" and to provide an opting-out mechanism that would allow producers to remove themselves and the grain they produce from the Board's jurisdiction for a minimum period of two years. (Private Members' Business M-331)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

Government Orders

The Order was read for the consideration at report stage of Bill C-38, An Act to amend the Air Canada Public Participation Act, as reported by the Standing Committee on Transport and Government Operations without amendment.

Ms. Robillard (President of the Treasury Board) for Mr. Collenette (Minister of Transport), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), moved, -- That Bill C-38, An Act to amend the Air Canada Public Participation Act, be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Ms. Robillard (President of the Treasury Board) for Mr. Collenette (Minister of Transport), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The House resumed consideration of the motion of Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Collenette (Minister of Transport), -- That Bill C-10, An Act respecting the national marine conservation areas of Canada, be now read a third time and do pass;

And of the amendment of Mr. Burton (Skeena), seconded by Mr. Cummins (Delta--South Richmond), -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

“Bill C-10, An Act respecting the national marine conservation areas of Canada, be not now read a third time but be referred back to the Standing Committee on Canadian Heritage for the purpose of reconsidering Clause 10 with the view to ensure that the effected provinces are given explicit veto powers over the creation of marine conservation areas.”.
