First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Calder (Dufferin--Peel--Wellington--Grey), seconded by Ms. Carroll (Barrie--Simcoe--Bradford), Bill S-22, An Act to provide for the recognition of the Canadian Horse as the national horse of Canada, was read the first time and ordered for second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

— by Mr. Adams (Peterborough), four concerning health care services (Nos. 371-0459 to 371-0462) and one concerning child poverty (No. 371-0463).

Government Orders

The Order was read for the consideration at report stage of Bill C-35, An Act to amend the Foreign Missions and International Organizations Act, as reported by the Standing Committee on Foreign Affairs and International Trade with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected for debate Motion No. 2.

Ms. Lalonde (Mercier), seconded by Mr. Paquette (Joliette), moved Motion No. 2, -- That Bill C-35 be amended by deleting Clause 5.

Debate arose on Motion No. 2.

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After five minutes, a quorum was found.

The question was put on Motion No. 2 and, pursuant to Standing Order 45, the recorded division was deferred until later this day, at the expiry of the time provided for Oral Questions.


The House resumed consideration of the motion of Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Collenette (Minister of Transport), -- That Bill C-10, An Act respecting the national marine conservation areas of Canada, be now read a third time and do pass;

And of the amendment of Mr. Burton (Skeena), seconded by Mr. Cummins (Delta--South Richmond), -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

    “Bill C-10, An Act respecting the national marine conservation areas of Canada, be not now read a third time but be referred back to the Standing Committee on Canadian Heritage for the purpose of reconsidering Clause 10 with the view to ensure that the effected provinces are given explicit veto powers over the creation of marine conservation areas.”.

The debate continued.

Mr. Mills (Red Deer), seconded by Mr. Anderson (Cypress Hills--Grasslands), moved the following subamendment, -- That the amendment be amended by adding the following words:

    “and that the Committee report back to the House no later than the first sitting day in 2003.”

Mr. Moore (Port Moody--Coquitlam--Port Coquitlam), seconded by Mr. Bailey (Souris--Moose Mountain), moved, -- That, in the opinion of this House, the government should take measures to provide that the Governor General summon only fit, qualified and democratically elected people to fill Senate vacancies for provinces that have legislation providing for the election of Senators. By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice, at 2:00 p. m. on Wednesday, November 21, 2001, a Minister of the Crown may introduce a Bill entitled “An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxic Weapon Convention, in order to enhance public safety”.
