Presenting Petitions

The House resumed consideration of the motion of Mr. Manley (Minister of Foreign Affairs), seconded by Ms. Copps (Minister of Canadian Heritage), -- That Bill C-35, An Act to amend the Foreign Missions and International Organizations Act, be now read a third time and do pass.

The Order was read for the consideration at report stage of Bill C-27, An Act respecting the long-term management of nuclear fuel waste, as reported by the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

    Group No. 1 -- Motions Nos. 2, 3, 6 and 8.


Group No. 1

Ms. Lalonde (Mercier), seconded by Mr. Cardin (Sherbrooke), moved Motion No. 2, -- That Bill C-27, in Clause 6, be amended by replacing line 35 on page 2 with the following:

    “6. (1) The Governor in Council, on the recommendation of the appropriate standing committee of the House of Commons, shall”

Ms. Lalonde (Mercier), seconded by Mr. Cardin (Sherbrooke), moved Motion No. 3, -- That Bill C-27, in Clause 6, be amended by replacing lines 4 to 7 on page 3 with the following:

    “(2) No nuclear energy corporation may be a member or shareholder of the waste management organization.”

Ms. Lalonde (Mercier), seconded by Mr. Cardin (Sherbrooke), moved Motion No. 6, -- That Bill C-27, in Clause 14, be amended by replacing lines 18 to 21 on page 8 with the following:

    “14. (1) The Minister shall engage in such consultations with the general public on the approaches set out in the study as may be necessary.”

Ms. Lalonde (Mercier), seconded by Mr. Cardin (Sherbrooke), moved Motion No. 8, -- That Bill C-27, in Clause 32, be amended by replacing lines 33 and 34 on page 15 with the following:

    “32. This Act comes into force on January 1, 2003.”

The question was put on Motions Nos. 2, 3, 6 and 8 and, pursuant to Standing Order 76.1(8), the recorded divisions were deferred.

Pursuant to Standing Order 76.1(8), the House proceeded to the taking of the deferred recorded divisions.

Pursuant to Standing Order 45, the recorded divisions were further deferred until Tuesday, December 4, 2001, at the expiry of the time provided for Government Orders.

The House resumed consideration of the motion of Mr. Benoit (Lakeland), seconded by Mr. Bailey (Souris--Moose Mountain), — That an Order of the House do issue for copies of all studies that were done prior to the banning of the 2% and 5% solutions of strychnine to show the effect that the banning of these solutions would have on Canadian farmers. (Private Members' Business P-3)
