Pursuant to Order made on Wednesday, November 28, 2001, the Order was read for the second reading and reference to the Standing Committee on Transport and Government Operations of Bill C-44, An Act to amend the Aeronautics Act.

Mr. Collenette (Minister of Transport), seconded by Mr. Thibault (Minister of State (Atlantic Canada Opportunities Agency)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Transport and Government Operations.

Presenting Reports from Committees

Mr. Harb (Ottawa Centre), from the Standing Committee on Foreign Affairs and International Trade, presented the 13th Report of the Committee (Towards a Secure and Trade-Efficient Border). — Sessional Paper No. 8510-371-102.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meeting No. 46) was tabled.

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport), seconded by Mr. Thibault (Minister of State (Atlantic Canada Opportunities Agency)), -- That Bill C-44, An Act to amend the Aeronautics Act, be now read a second time and referred to the Standing Committee on Transport and Government Operations.

The debate continued.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Transport and Government Operations.

Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), seconded by Mr. Tobin (Minister of Industry), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Transport and Government Operations.

Debate arose thereon.

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 Members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After one minute, a quorum was found.
