Introduction of Government Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. McCallum (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance) , seconded by Mr. Goodale (Leader of the Government in the House of Commons) , Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Recommendation
(Pursuant to Standing Order 79(2))
Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001".
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pettigrew (Minister for International Trade) , seconded by Mr. Goodale (Leader of the Government in the House of Commons) , Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Cannis (Scarborough Centre) , seconded by Mr. Tirabassi (Niagara Centre) , Bill C-429, An Act to amend the Criminal Code (destruction of national flag), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Presenting Petitions
Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:
— by Mr. Adams (Peterborough) , one concerning Canada's railways (No. 371-0555) and one concerning health care services (No. 371-0556).
Privilege
The House resumed consideration of the motion of Mr. Pallister (Portage--Lisgar) , seconded by Mr. Reynolds (West Vancouver--Sunshine Coast) , — That the charge against the Minister of National Defence of making misleading statements in the House be referred to the Standing Committee on Procedure and House Affairs;
And of the amendment of Mr. Keddy (South Shore) , seconded by Mr. MacKay (Pictou--Antigonish--Guysborough) , — That the motion be amended by striking out the words “the Standing Committee on Procedure and House Affairs” and substituting the following:
- “a Special Committee of the House, the membership of which will be on the same party ratio as the Standing Committee on Procedure and House Affairs and be elected in each caucus by a secret ballot to be conducted under the direction of the Speaker in a process similar to that used by the House to elect the Speaker.”.
By unanimous consent, it was ordered, — That the debate be now adjourned.
Government Orders

Mr. White (Langley--Abbotsford) , seconded by Mr. Cadman (Surrey North) , moved, — That, since the government has failed to give effect to the motion adopted by this House on March 13, 2001, calling for the establishment of a sex offender registry by January 30, 2002, the Standing Committee on Justice and Human Rights be instructed to prepare and bring in a bill reflecting the spirit and intent of that motion;
That the Committee shall make its report to the House no later than June 1, 2002;
That in its report, the Committee shall recommend the principles, scope and general provisions of the said bill, and may include recommendations regarding legislative wording;
That the tabling of a report pursuant to this Order shall be an Order to bring in a bill based thereon; and
That when a Minister of the Crown, in proposing a motion for first reading of a bill, states that the bill is in response to the recommendations contained in a report pursuant to this Order, the second reading and subsequent stages of the bill shall be considered under Government Orders; or
That when a Private Member, in proposing a motion for first reading of a bill, states that the bill is in response to the recommendations contained in a report pursuant to this Order, the second reading and subsequent stages of the bill shall be considered under Private Members' Business and the bill shall be placed immediately in the order of precedence for Private Members' Business as a votable item.

Mr. MacKay (Pictou--Antigonish--Guysborough) , seconded by Mr. Hill (Prince George--Peace River) , moved the following amendment, — That the motion be amended by adding after the first occurrence of the word “a” the following:
- “separate and stand alone”.
