Privilege

The House resumed consideration of the motion of Mr. Pallister (Portage--Lisgar) , seconded by Mr. Reynolds (West Vancouver--Sunshine Coast) , — That the charge against the Minister of National Defence of making misleading statements in the House be referred to the Standing Committee on Procedure and House Affairs;

And of the amendment of Mr. Keddy (South Shore) , seconded by Mr. MacKay (Pictou--Antigonish--Guysborough) , — That the motion be amended by striking out the words “the Standing Committee on Procedure and House Affairs” and substituting the following:

“a Special Committee of the House, the membership of which will be on the same party ratio as the Standing Committee on Procedure and House Affairs and be elected in each caucus by a secret ballot to be conducted under the direction of the Speaker in a process similar to that used by the House to elect the Speaker.”.

By unanimous consent, it was ordered, — That the debate be now adjourned.

Government Orders

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001.

Mr. Goodale (Leader of the Government in the House of Commons) for Mr. Martin (Minister of Finance) , seconded by Mr. McCallum (Secretary of State (International Financial Institutions)) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 Members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After one minute, a quorum was found.

The House resumed consideration of the motion of Mr. Martin (Minister of Finance) , seconded by Mr. McCallum (Secretary of State (International Financial Institutions)) , — That Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001, be now read a second time and referred to the Standing Committee on Finance.

The debate continued.
