The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Ms. Bakopanos (Ahuntsic) , Assistant Deputy Chairman of Committees of the Whole, took the Chair, pursuant to Standing Order 8.

Government Orders

The Order was read for the consideration at report stage of Bill C-30, An Act to establish a body that provides administrative services to the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court and the Tax Court of Canada, to amend the Federal Court Act, the Tax Court of Canada Act and the Judges Act, and to make related and consequential amendments to other Acts, as reported by the Standing Committee on Justice and Human Rights with amendments.

Mr. Goodale (Leader of the Government in the House of Commons) for Mr. Cauchon (Minister of Justice) , seconded by Mr. Drouin (Secretary of State (Economic Development Agency of Canada for the Regions of Quebec)) , moved, — That Bill C-30, An Act to establish a body that provides administrative services to the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court and the Tax Court of Canada, to amend the Federal Court Act, the Tax Court of Canada Act and the Judges Act, and to make related and consequential amendments to other Acts, as amended, be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill, as amended, was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Goodale (Leader of the Government in the House of Commons) for Mr. Cauchon (Minister of Justice) , seconded by Mr. Drouin (Secretary of State (Economic Development Agency of Canada for the Regions of Quebec)) , moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.


The House resumed consideration of the motion of Mr. Goodale (Minister of Natural Resources) , seconded by Mr. Normand (Secretary of State (Science, Research and Development)) , — That Bill C-27, An Act respecting the long-term management of nuclear fuel waste, be now read a third time and do pass;

And of the motion of Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) , seconded by Mr. O'Reilly (Parliamentary Secretary to the Minister of National Defence) , — That this question be now put.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver) , seconded by Mr. Anders (Calgary West) , Bill C-431, An Act to amend the Immigration and Refugee Protection Act (refugee claimants or immigration applicants convicted of an offence on indictment), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Order 39(7), Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the returns to the following questions made into orders for returns:

    Q-64 — Mr. Cummins (Delta--South Richmond) — On the Skeena River system in in-river fisheries, excluding recreational and lower river public commercial fishery, for each calendar year from 1990 to 2000 inclusive: (a) how many fish of what species were caught under the authority of Excess to Salmon Spawning Requirement licences; (b) how many fish of what species were caught under the authority of other licences on a per licence basis; (c) what groups or organizations harvested the fish caught under each licence; (d) how much of any catch was sold; (e) what was the value of the sales; (f) who purchased any fish caught; (g) who processed any fish sold; (h) what quantity was sold in fresh, canned, fresh frozen, pouch and other packaging; (i) what quantity of the fish was eventually sold in domestic retail Canadian markets; (j) what quantity of the fish was exported from Canada and into what markets; and (k) with respect to the funds generated from the sale of the fish, for what purposes were the funds used on a project by project basis? — Sessional Paper No. 8555-371-64.
