The Clerk informed the House of the unavoidable absence of the Speaker.
Whereupon, Mr. Kilger (Stormont--Dundas--Charlottenburgh) , Deputy Speaker and Chairman of Committees of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada.
Prayers
Recall of the House of Commons
The Deputy Speaker informed the House that, pursuant to Standing Order 28(4), he had recalled the House today for the sole purpose of granting Royal Assent to certain bills.
Royal Assent
The Deputy Speaker informed the House that the Honourable the Deputy Governor General will proceed to the Senate today at 11:30 a.m., for the purpose of giving the Royal Assent to certain bills.
Messages from the Senate
Messages were received from the Senate as follows:
- — ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-30, An Act to establish a body that provides administrative services to the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court and the Tax Court of Canada, to amend the Federal Court Act, the Tax Court of Canada Act and the Judges Act, and to make related and consequential amendments to other Acts, without amendment.
- — ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-39, An Act to replace the Yukon Act in order to modernize it and to implement certain provisions of the Yukon Northern Affairs Program Devolution Transfer Agreement, and to repeal and make amendments to other Acts, without amendment.
- — ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001, without amendment.
- — ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-51, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2002.
- — ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-52, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2003.
Royal Assent
A message was received from the Honourable Ian Binnie, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the Commons in the Senate.
Accordingly, the Deputy Speaker, with the Commons, proceeded to the Senate.
The Commons returned to the Chamber.
Whereupon, the Deputy Speaker reported that when the Commons had been in the Senate, the Honourable Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:
Bill C-39, An Act to replace the Yukon Act in order to modernize it and to implement certain provisions of the Yukon Northern Affairs Program Devolution Transfer Agreement, and to repeal and make amendments to other Acts — Chapter No. 7;
Bill C-30, An Act to establish a body that provides administrative services to the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court and the Tax Court of Canada, to amend the Federal Court Act, the Tax Court of Canada Act and the Judges Act, and to make related and consequential amendments to other Acts — Chapter No. 8;
Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001 — Chapter No. 9.
The Deputy Speaker also reported that he had addressed the Honourable Deputy Governor General as follows:
''May it please Your Honour:
- The Commons of Canada have voted Supplies required to enable the Government to defray certain expenses of the public service.
- In the name of the Commons I present to Your Honour the following Bills:
An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2002;
An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2003;
- To which Bills I humbly request Your Honour's Assent.”
Whereupon, the Clerk of the Senate, by Command of the Honourable Deputy Governor General, did say:
- ''In Her Majesty's name, the Honourable Deputy Governor General thanks Her Loyal Subjects, accepts their benevolence, and assents to these Bills.''
Bill C-51, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2002 (Appropriation Act No. 4, 2001-2002) — Chapter No. 5;
Bill C-52, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2003 (Appropriation Act No. 1, 2002-2003) — Chapter No. 6.
Adjournment
At 11:50 a.m., the Deputy Speaker adjourned the House until Monday, April 8, 2002, at 11:00 a.m., pursuant to Standing Orders 28(2) and 24(1).
