The Order was read for the second reading and reference to the Standing Committee on Procedure and House Affairs of Bill S-34, An Act respecting royal assent to bills passed by the Houses of Parliament.

Ms. McLellan (Minister of Health) for Mr. Goodale (Leader of the Government in the House of Commons) , seconded by Mr. Kilgour (Secretary of State (Asia-Pacific)) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Procedure and House Affairs.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Procedure and House Affairs.

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill S-40, An Act to amend the Payment Clearing and Settlement Act.

Mr. DeVillers (Secretary of State (Amateur Sport)) for Mr. Martin (Minister of Finance) , seconded by Mr. Kilgour (Secretary of State (Asia-Pacific)) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Finance.

Pursuant to Standing Order 39(7), Ms. Bulte (Parliamentary Secretary to the Minister of Canadian Heritage) presented the return to the following question made into an Order for Return:

Q-117 — Mr. MacKay (Pictou--Antigonish--Guysborough) — With respect to Parliament Hill and the surrounding vicinity: (a) how many tourists are expected to visit next summer; (b) how many buses are expected; (c) what arrangements will be available to facilitate access to Parliament Hill by vehicles carrying tourists; and (d) what arrangements will be available to facilitate access to Parliament Hill by vehicles carrying tourists who have mobility challenges? — Sessional Paper No. 8555-371-117.

Motions

By unanimous consent, it was ordered, — That Bill C-441, An Act to change the names of certain electoral districts, be now deemed adopted at all stages.

Accordingly, the Bill was deemed read a second time and referred to a Committee of the Whole, deemed reported without amendment, deemed concured in at report stage and deemed read a third time and passed.

Government Orders

The House resumed consideration of the motion of Mr. Martin (Minister of Finance) , seconded by Mr. Kilgour (Secretary of State (Asia-Pacific)) , — That Bill S-40, An Act to amend the Payment Clearing and Settlement Act, be now read a second time and referred to the Standing Committee on Finance.
