Pursuant to Standing Order 34(1), Mrs. Parrish (Mississauga Centre) presented the Report of the Canadian NATO Parliamentary Association respecting its participation at the meeting of the Sub-Committee on Future Security and Defence Capabilities of the NATO Parliamentary Assembly, held in Slovenia and Slovakia from March 5 to 8, 2002. — Sessional Paper No. 8565-371-50-13.

Presenting Reports from Committees

Mr. Lastewka (St. Catharines) , from the Standing Committee on Industry, Science and Technology, presented the Eighth Report of the Committee (A Plan to Modernize Canada's Competition Regime). — Sessional Paper No. 8510-371-144.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Mr. Spencer (Regina--Lumsden--Lake Centre) , seconded by Mr. Fitzpatrick (Prince Albert) , moved, — That the government immediately introduce legislation to protect children from sexual predators including measures that raise the legal age of consent to at least sixteen, and measures that prohibit the creation or use of sexually explicit materials exploiting children or materials that appear to depict or describe children engaged in sexual activity.

Mr. Kenney (Calgary Southeast) , seconded by Mr. Spencer (Regina--Lumsden--Lake Centre) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the government introduce legislation without delay to protect children from sexual predators including measures to close the loophole of artistic merit for child pornography and raise, in consultation with the provinces, the “legal age of consent” from fourteen to at least sixteen while maintaining the “close in age” exemption and retaining eighteen as the age of consent in trust and authority relationships.”.
