Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Martin (Winnipeg Centre) , seconded by Mr. Comartin (Windsor--St. Clair) , Bill C-448, An Act to amend the Canada Business Corporations Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was ordered, — That the Order for second reading of Bill C-42, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, be discharged and the Bill withdrawn.

Questions on Order Paper

Mrs. Redman (Parliamentary Secretary to the Minister of the Environment) presented the answers to questions Q-120, Q-123, Q-124 and Q-131 on the Order Paper.


Pursuant to Standing Order 39(7), Mrs. Redman (Parliamentary Secretary to the Minister of the Environment) presented the return to the following question made into an Order for Return:

    Q-118 — Mr. McNally (Dewdney--Alouette) — With regard to instances of environmental or other damage at the National Library: (a) how many instances have occurred; (b) what was the type of damage and the date of each occurrence; (c) how many documents, artifacts or other stored items have been damaged; (d) what specific costs for repair, restoration or replacement are associated with those damaged items; (e) how many items have been permanently lost as a result of this damage including the type of item, the date it was damaged, and the value in dollars associated with its loss; (f) how much money has been spent on repairs, renovations or maintenance to the National Library and when did this work take place; (g) what is the current value of the inventory and all holdings of the National Library; and (h) has the government completed a cost analysis of the repairs necessary to maintain the current library as compared to the costs of constructing a new National Library? — Sessional Paper No. 8555-371-118.

Notices of Motions for the Production of Papers

It was ordered, — That a humble Address be presented to Her Excellency praying that she will cause to be laid before this House a copy of all documents, reports, minutes of meetings, notes, memos, correspondence and briefings between the Government of Canada and Bayer Inc. between October 1, 2001, and October 23, 2001. (Notice of Motion for the Production of Papers P-30 — Mr. Hill (Macleod) )

Mrs. Redman (Parliamentary Secretary to the Minister of the Environment) presented the Return to this Order. — Sessional Paper No. 8550-371-30.

Government Orders

The Order was read for the consideration at report stage of Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization, as reported by the Standing Committee on Foreign Affairs and International Trade without amendment.

Ms. McLellan (Minister of Health) for Mr. Pettigrew (Minister for International Trade) , seconded by Mr. Goodale (Leader of the Government in the House of Commons) , moved, — That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Ms. McLellan (Minister of Health) for Mr. Pettigrew (Minister for International Trade) , seconded by Mr. Goodale (Leader of the Government in the House of Commons) , moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

By unanimous consent, Mr. Pratt (Nepean--Carleton) , seconded by Mr. Bagnell (Yukon) , moved, — That, in the opinion of this House, the government should, on an annual basis, proclaim the first Sunday in June "Canadian Forces Day" in recognition of the tremendous contribution by the Canadian Forces, both at home and abroad, in such areas as the defence of Canada, our NATO commitments, humanitarian assistance, disaster relief, search and rescue and peacekeeping. (Private Members' Business M-334)

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
