Pursuant to Standing Order 45, the House resumed consideration of the motion of Ms. Caplan (Minister of National Revenue) , seconded by Mr. Goodale (Leader of the Government in the House of Commons) , — That Bill C-47, An Act respecting the taxation of spirits, wine and tobacco and the treatment of ships' stores, be now read a third time and do pass.
The House proceeded to the taking of the deferred recorded division on the amendment of Ms. Picard (Drummond) , seconded by Mr. Perron (Rivière-des-Mille-Îles) , — That the motion be amended by deleting all the words after the word "That" and substituting the following:
“Bill C-47, An Act respecting the taxation of spirits, wine and tobacco and the treatment of ships' stores, be not now read a third time but that it be read a third time this day six months hence.”.
The question was put on the amendment and it was negatived on the following division:

Government Orders
The Order was read for the second reading and reference to the Standing Committee on Transport and Government Operations of Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety.
Mr. Collenette (Minister of Transport) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Transport and Government Operations.

Private Members' Business
At 5:52 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.
Mr. Herron (Fundy--Royal) , seconded by Mr. Borotsik (Brandon--Souris) , moved, — That, in the opinion of this House, the government should consider introducing a tax credit based on the repayment of Canada Student Loan principal, to a maximum of 10 % of the principal, per year, for the first ten years after graduation provided the individual remains in Canada.
