The House resumed consideration of the motion of Mr. Collenette (Minister of Transport) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , — That Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, be now read a second time and referred to the Standing Committee on Transport and Government Operations.
The debate continued.
Mr. Moore (Port Moody--Coquitlam--Port Coquitlam) , seconded by Mr. Kenney (Calgary Southeast) , moved the following amendment, — That the motion be amended by deleting all the words after the word "That" and substituting the following:
“this House declines to give second reading to Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, since the Bill reflects several principles unrelated to transport and government operations, rendering it impractical for the Standing Committee on Transport and Government Operations to properly consider it.”.

By unanimous consent, it was ordered, — That, in relation to its statutory review of the mental disorder provisions of the Criminal Code, a group comprised of five Liberal Party members, two Canadian Alliance members, one Bloc Québécois member and one Progressive Conservative Party member of the Standing Committee on Justice and Human Rights be authorized to travel to Toronto, in May 2002, and that the necessary staff do accompany the Committee.
By unanimous consent, it was ordered, — That, in relation to the 2002 Conference of the Canadian Council of Public Accounts Committees, seven members of the Standing Committee on Public Accounts be authorized to travel to St. John's, Nfld., from August 24 to 27, 2002, and that the necessary staff do accompany the Committee.
By unanimous consent, it was ordered, — That, in relation to its study on long-term care for veterans, the Sub-Committee on Veterans Affairs of the Standing Committee on National Defence and Veterans Affairs be authorized to travel to Western Canada, from May 26 to 31, 2002, and that the necessary staff do accompany the Committee.
