Government Orders

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , — That Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, be now read a second time and referred to the Standing Committee on Transport and Government Operations;

And of the amendment of Mr. Moore (Port Moody--Coquitlam--Port Coquitlam) , seconded by Mr. Kenney (Calgary Southeast) , — That the motion be amended by deleting all the words after the word "That" and substituting the following:

“this House declines to give second reading to Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, since the Bill reflects several principles unrelated to transport and government operations, rendering it impractical for the Standing Committee on Transport and Government Operations to properly consider it.”.

Mr. Bigras (Rosemont--Petite-Patrie) , seconded by Ms. Dalphond-Guiral (Laval Centre) , moved the following subamendment, — That the amendment be amended by adding after the word “principles” the following:

“that violate human rights and freedoms, which have been denounced by the Privacy Commissioner and are”.

Private Members' Business

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Ms. Dalphond-Guiral (Laval Centre) , seconded by Mr. Bigras (Rosemont--Petite-Patrie) , moved, — That this House recognize the Armenian genocide of 1915 and condemn this act as a crime against humanity. (Private Members' Business M-482)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

Motions

Pursuant to Standing Order 81(4)(a), the following motion, standing on the Order Paper in the name of Mr. Reynolds (Leader of the Opposition) , was deemed adopted, — That all Votes under NATIONAL DEFENCE, and all Votes under PUBLIC WORKS AND GOVERNMENT SERVICES, in the Main Estimates for the fiscal year ending March 31, 2003, be referred to Committees of the Whole.

Accordingly, the said Votes were deemed withdrawn from the Standing Committees to which they were originally referred.
