Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, — Government responses, pursuant to Standing Order 36(8), to the following petitions:

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Herron (Fundy--Royal) , seconded by Mr. Keddy (South Shore) , Bill C-462, An Act to ensure safe drinking water throughout Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Vacancy

The Speaker informed the House that a vacancy had occurred in the representation in the House of Commons, for the Electoral District of Lac-Saint-Jean--Saguenay, in the Province of Quebec, by reason of the resignation of Mr. Tremblay, and that, pursuant to paragraph 25(1)(b) of the Parliament of Canada Act, he had addressed, earlier today, his warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.

Government Orders

The Order was read for the consideration of the Business of Supply.

Mr. Paquette (Joliette) , seconded by Ms. Girard-Bujold (Jonquière) , moved, — That, in the opinion of this House, the government should set up an assistance program for the softwood lumber industry and its workers, to support them in the face of the unjust decision by the American government to impose a 27.2% tariff on Canadian softwood lumber exports to the United States, the program to continue in effect until such time as this conflict has been resolved.

Debate arose thereon.

Motions

By unanimous consent, it was ordered, — That the Special Committee on non-medical use of drugs be authorized to travel to and hold hearings in Edmonton and Saskatoon, from May 21 to 24, 2002, and that the necessary staff do accompany the Committee.

Private Members' Business

At 5:32 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-400, An Act to amend the Divorce Act (limits on rights of child access by sex offenders).

Mr. Mills (Red Deer) , seconded by Mrs. Skelton (Saskatoon--Rosetown--Biggar) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Justice and Human Rights.

Government Orders

At 6:30 p.m., pursuant to Standing Order 81(4)(a), the House resolved itself into a Committee of the Whole for the consideration of all Votes under NATIONAL DEFENCE in the Main Estimates for the fiscal year ending March 31, 2003.

At 11:34 p.m., the Committee rose.

Pursuant to Standing Order Order 81(4)(a), the considered Votes were deemed reported.

Adjournment

At 11:36 p.m., the Speaker adjourned the House until tomorrow at 2:00 p.m., pursuant to Standing Order 24(1).
