Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. McLellan (Minister of Health) , seconded by Mr. MacAulay (Solicitor General of Canada) , Bill C-56, An Act respecting assisted human reproduction, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act respecting assisted human reproduction”.

Presenting Reports from Committees

Ms. Carroll (Barrie--Simcoe--Bradford) , from the Standing Committee on Foreign Affairs and International Trade, presented the 19th Report of the Committee (Building an Effective New Round of WTO Negotiations: Key Issues for Canada). — Sessional Paper No. 8510-371-156.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , — That Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, be now read a second time and referred to the Standing Committee on Transport and Government Operations;

And of the amendment of Mr. Moore (Port Moody--Coquitlam--Port Coquitlam) , seconded by Mr. Kenney (Calgary Southeast) , — That the motion be amended by deleting all the words after the word "That" and substituting the following:

“this House declines to give second reading to Bill C-55, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxin Weapons Convention, in order to enhance public safety, since the Bill reflects several principles unrelated to transport and government operations, rendering it impractical for the Standing Committee on Transport and Government Operations to properly consider it.”;

And of the subamendment of Mr. Bigras (Rosemont--Petite-Patrie) , seconded by Ms. Dalphond-Guiral (Laval Centre) , — That the amendment be amended by adding after the word “principles” the following:

“that violate human rights and freedoms, which have been denounced by the Privacy Commissioner and are”.
