The House resumed consideration of the motion of Mr. Anderson (Minister of the Environment), seconded by Mr. Pettigrew (Minister for International Trade), -- That Bill C- 5, An Act respecting the protection of wildlife species at risk in Canada, be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.

The debate continued.

Mr. Peterson (Secretary of State (International Financial Institutions)) laid upon the Table, -- Notice of a Ways and Means motion to amend the Income Tax Act, the Income Tax Application Rules, certain Acts related to the Income Tax Act, the Canada Pension Plan, the Customs Act, the Excise Tax Act, the Modernization of Benefits and Obligations Act and another Act related to the Excise Tax Act. (Ways and Means Proceedings No. 3) -- Sessional Paper No. 8570-371-3.

Pursuant to Standing Order 83(2), at the request of Mr. Peterson (Secretary of State (International Financial Institutions)), an Order of the Day was designated for the consideration of this Ways and Means motion.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Obhrai (Calgary East), seconded by Ms. Meredith (South Surrey -- White Rock -- Langley), Bill C-301, An Act to amend the Statistics Act (ethnicity question), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, a petition certified correct by the Clerk of Petitions was presented as follows:

Questions on Order Paper

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answers to questions Q-6 and Q-7 on the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport), seconded by Ms. Fry (Secretary of State (Multiculturalism) (Status of Women)), -- That Bill C-14, An Act respecting shipping and navigation and to amend the Shipping Conferences Exemption Act, 1987 and other Acts, be now read a second time and referred to the Standing Committee on Transport and Government Operations.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Transport and Government Operations.

PRIVATE MEMBERS' BUSINESS

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-240, An Act to amend the Criminal Code (prohibiting certain offenders from changing their name).

Mr. White (Langley -- Abbotsford), seconded by Mr. Epp (Elk Island), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

MESSAGES FROM THE SENATE

A Message was received from the Senate as follows:

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Standing Joint Committee on Official Languages have power to sit during sittings of the Senate.
