PRAYERS

MOTIONS

By unanimous consent, Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Manning (Calgary Southwest), moved, -- That, when Orders of the Day are reached on Wednesday, March 21, 2001, the Leader of the Government in the House of Commons shall propose the following motion:

``That a special committee of the House be appointed to consider and make recommendations on the modernization and improvement of the procedures of the House of Commons;

That the Members of the committee shall be the Deputy Speaker and the House Leaders of each of the officially recognized parties, provided that substitutions may be made from time to time, if required, in the manner provided for in Standing Order 114(2);

That, notwithstanding any Standing Order, the Chair of the committee shall be the Deputy Speaker and the Vice-Chairs shall be Leader of the Government in the House of Commons and the House Leader of the Official Opposition;

That the committee shall have all of the powers granted to Standing Committees in Standing Order 108;

That the committee shall not adopt any report without the unanimous agreement of all the Members of the committee;

That the committee may recommend to the House texts of new or amended Standing Orders;

That the committee may make recommendations for changes to relevant statutes and, if it does so, such recommendations shall be deemed to have been made pursuant to an Order adopted pursuant to Standing Order 68(4); and

That the committee shall present its final report no later than Friday, June 1, 2001.''; and

That the above motion be disposed of in the following manner:

After a representative of each recognized party has spoken, no Member may speak for more than ten minutes, with a five minute period for questions and comments;

No proceedings pursuant to Standing Order 38 shall be taken up and the House shall continue to sit after the ordinary time of daily adjournment to consider the motion, provided that, after 6:30 p.m., the Chair shall not receive any quorum calls, dilatory motions or requests for unanimous consent to propose any motion;

No amendment to the motion shall be permitted;

When no Member rises to speak, the motion shall be deemed to have been adopted and the House shall adjourn to the next sitting day; and

That the debate on the motion shall be deemed to satisfy the requirements of Standing Order 51.

The question was put on the motion and it was agreed to.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacAulay (Solicitor General of Canada), seconded by Ms. Caplan (Minister of Citizenship and Immigration), Bill C-16, An Act respecting the registration of charities and security information and to amend the Income Tax Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Caplan (Minister of Citizenship and Immigration) for Mr. Martin (Minister of Finance), seconded by Mr. MacAulay (Solicitor General of Canada), Bill C-17, An Act to amend the Budget Implementation Act, 1997 and the Financial Administration Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to amend the Budget Implementation Act, 1997 and the Financial Administration Act".

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Dromisky (Thunder Bay -- Atikokan), three concerning Canada's railways (Nos. 371-0075 to 371-0077) and one concerning post-secondary education (No. 371-0078);

MOTIONS

By unanimous consent, it was ordered, -- That, at the conclusion of the debate on today's Opposition motion, all questions necessary to dispose of this motion be deemed put and a recorded division deemed requested and deferred until Tuesday, March 20, 2001, at the expiry of the time provided for Government Orders.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Paquette (Joliette), seconded by Mr. Ménard (Hochelaga -- Maisonneuve), moved, -- That this House support the government's will in its efforts to restore free trade agreement rules for softwood lumber and inform the United States that it rejects any obstacle to that free trade process.

Debate arose thereon.

Mr. Asselin (Charlevoix), seconded by Mr. Laframboise (Argenteuil -- Papineau -- Mirabel), moved the following amendment, -- That the motion be amended by adding after the word ``process'' the following:

``, for example the establishment of quotas or tariff barriers.''

Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Mr. Keddy (South Shore), moved, -- That, in the opinion of this House, the government should introduce legislation establishing a code of conduct for Members of Parliament and Senators, based on the March 1997 final report of the Special Joint Committee on a Code of Conduct of the Senate and the House of Commons.
