DAILY ROUTINE OF BUSINESS

Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Szabo (Parliamentary Secretary to the Minister of Public Works and Government Services) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

-- No. 371-0018 concerning taxes on books. -- Sessional Paper No. 8545-371-8-01;

-- No. 371-0019 concerning parental rights. -- Sessional Paper No. 8545-371-9-01;

-- No. 371-0025 concerning the elderly. -- Sessional Paper No. 8545-371-10-01.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Peterson (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Ms. Robillard (President of the Treasury Board), Bill C-22, An Act to amend the Income Tax Act, the Income Tax Application Rules, certain Acts related to the Income Tax Act, the Canada Pension Plan, the Customs Act, the Excise Tax Act, the Modernization of Benefits and Obligations Act and another Act related to the Excise Tax Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Income Tax Act, the Income Tax Application Rules, certain Acts related to the Income Tax Act, the Canada Pension Plan, the Customs Act, the Excise Tax Act, the Modernization of Benefits and Obligations Act and another Act related to the Excise Tax Act''.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Benoit (Lakeland), seconded by Mr. Cadman (Surrey North), Bill C-307, An Act to amend the Indian Act (election of chiefs and councils), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was ordered, -- That, on Tuesday, March 27, 2001, no proceedings pursuant to Standing Order 38 shall take place, but, at 6:30 p.m. on that day, the House shall proceed to consider a motion ``That the House take note of the Summit of the Americas'', which shall be disposed of as follows:

No Member shall speak for more than twenty minutes, with a ten minute period for questions and comments, provided that two Members may split a twenty minute period between them;

During the debate thereon, the Chair shall not receive any quorum calls, dilatory motions or requests for unanimous consent to propose any other motion;

When no Member rises to speak, the House shall adjourn to the next sitting day.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Peric (Cambridge), one concerning the Canada Post Corporation (No. 371-0095);

-- by Mr. Vellacott (Saskatoon -- Wanuskewin), one concerning the agricultural industry (No. 371-0096).

Questions on Order Paper

Mr. Szabo (Parliamentary Secretary to the Minister of Public Works and Government Services) presented the answer to question Q-9 on the Order Paper.

GOVERNMENT ORDERS

Mr. Boudria (Leader of the Government in the House of Commons), seconded by Ms. Robillard (President of the Treasury Board), moved, -- That a special committee of the House be appointed to consider and make recommendations on the modernization and improvement of the procedures of the House of Commons;

That the Members of the committee shall be the Deputy Speaker and the House Leaders of each of the officially recognized parties, provided that substitutions may be made from time to time, if required, in the manner provided for in Standing Order 114(2);

That, notwithstanding any Standing Order, the Chair of the committee shall be the Deputy Speaker and the Vice- Chairs shall be the Leader of the Government in the House of Commons and the House Leader of the Official Opposition;

That the committee shall have all of the powers granted to Standing Committees in Standing Order 108;

That the committee shall not adopt any report without the unanimous agreement of all the Members of the committee;

That the committee may recommend to the House texts of new or amended Standing Orders;

That the committee may make recommendations for changes to relevant statutes and, if it does so, such recommendations shall be deemed to have been made pursuant to an Order adopted pursuant to Standing Order 68(4); and

That the committee shall present its final report no later than Friday, June 1, 2001. (Government Business No. 3)

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

The Speaker informed the House that Item No. 1 in the order of precedence, standing in the name of Mr. Crête (Kamouraska -- Rivière-du-Loup -- Témiscouata -- Les Basques), would not be proceeded with today and, pursuant to Standing Order 42(2), instructed that the item be dropped to the bottom of the order of precedence on the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Boudria (Leader of the Government in the House of Commons), seconded by Ms. Robillard (President of the Treasury Board), in relation to Government Business No. 3.

The debate continued.
