Presenting Reports from Committees

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the Eighth Report of the Committee, which was as follows:

The Committee recommends, pursuant to Standing Order 104(3), the following change in the membership of the Standing Joint Committee on Official Languages:

André Bachand for John Herron

The Committee further recommends that where a Member is appointed as permanent member to a Committee in accordance with this report and to which he was previously appointed Associate Member, the name of the Member be struck from the list of Associate Members of the said Committee.

Mr. Bevilacqua (Vaughan -- King -- Aurora), from the Standing Committee on Finance, presented the First Report of the Committee (Bill C-8, An Act to establish the Financial Consumer Agency of Canada and to amend certain Acts in relation to financial institutions, with amendments). -- Sessional Paper No. 8510-371-7.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 2 to 7) was tabled.

Motions

By unanimous consent, it was resolved, -- That the Eighth Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Mr. MacAulay (Solicitor General of Canada) for Mr. Martin (Minister of Finance), seconded by Mr. Pagtakhan (Secretary of State (Asia-Pacific)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

The House resumed consideration of the motion of Ms. McLellan (Minister of Justice), seconded by Mr. Collenette (Minister of Transport), -- That Bill C-12, An Act to amend the Judges Act and to amend another Act in consequence, be now read a second time and referred to the Standing Committee on Justice and Human Rights.

PRIVATE MEMBERS' BUSINESS

At 5:32 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Anderson (Cypress Hills -- Grasslands), moved, -- That, in the opinion of this House, the government should bring in legislation defining a ``human being'' as a human fetus or embryo from the moment of conception, whether in the womb of the mother or not and whether conceived naturally or otherwise, and making any and all consequential amendments required. (Private Members' Business M-228)

Debate arose thereon.
