The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Mr. Kilger (Stormont -- Dundas -- Charlottenburgh), Deputy Speaker and Chairman of Committees of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada Act.

PRAYERS

GOVERNMENT ORDERS

The House resumed consideration of the motion of Ms. McLellan (Minister of Justice), seconded by Mr. Collenette (Minister of Transport), -- That Bill C-12, An Act to amend the Judges Act and to amend another Act in consequence, be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Monday, March 26, 2001, at the ordinary hour of daily adjournment.

NOTICE OF MOTION

Mr. Boudria (Leader of the Government in the House of Commons) gave notice of the intention to move a motion at the next sitting of the House, pursuant to Standing Order 78(3), for the purpose of allotting a specified number of days or hours for the consideration and disposal of the second reading stage of Bill C-7, An Act in respect of criminal justice for young persons and to amend and repeal other Acts.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-4, An Act to establish a foundation to fund sustainable development technology, as reported by the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources with amendments.

Pursuant to Standing Order 76.1(5), the Deputy Speaker selected and grouped for debate the following motions:

    Group No. 1 -- Motions Nos. 1, 6 and 10.
    Group No. 2 -- Motions Nos. 3 and 4.
    Group No. 3 -- Motions Nos. 8 and 9.

Group No. 1

Mr. Cardin (Sherbrooke), seconded by Mr. Roy (Matapédia -- Matane), moved Motion No. 1, -- That Bill C-4, in Clause 2, be amended by replacing lines 26 to 29 on page 1 and lines 1 and 2 on page 2 with the following:

    ``(b) meets any criteria of eligibility established under section 18.1; and''

Mr. Cardin (Sherbrooke), seconded by Mr. Roy (Matapédia -- Matane), moved Motion No. 6, -- That Bill C-4 be amended by adding after line 15 on page 11 the following new clause:

      ``18.1 The Foundation, the Governor in Council and a provincial minister responsible for the environment may, by unanimous consent, establish criteria of eligibility to be met by the eligible recipients who carry on or will carry on eligible projects primarily in the province of that minister.''

Mr. Borotsik (Brandon -- Souris), seconded by Mr. MacKay (Pictou -- Antigonish -- Guysborough), moved Motion No. 10, -- That Bill C-4, in Clause 30, be amended by replacing lines 41 and 42 on page 16 with the following:

    ``(c) a detailed statement of eligible projects for which funding was provided and of the extent to which those projects may lead to measurable gains in respect to air quality and sustainable development;''

Presenting Reports from Committees

Ms. Karetak-Lindell (Nunavut), from the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources, presented the Second Report of the Committee (Bill C-3, An Act to amend the Eldorado Nuclear Limited Reorganization and Divestiture Act and the Petro- Canada Public Participation Act, without amendment). -- Sessional Paper No. 8510-371-8.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 5 and 6) was tabled.


Mr. Adams (Peterborough), from the Standing Committee on Human Resources Development and the Status of Persons with Disabilities, presented the First Report of the Committee (Bill C-2, An Act to amend the Employment Insurance Act and the Employment Insurance (Fishing) Regulations, with an amendment). -- Sessional Paper No. 8510-371-9.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 2 to 16) was tabled.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Breitkreuz (Yorkton -- Melville), one concerning the agricultural industry (No. 371-0103);

PRIVATE MEMBERS' BUSINESS

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Ménard (Hochelaga -- Maisonneuve), seconded by Ms. Lalonde (Mercier), moved, -- That, in the opinion of this House, the government should recognize the conclusion of the Bélanger-Campeau Commission, which proposed, in 1991, that the National Assembly of Quebec adopt legislation on holding a referendum and the offer of a new partnership, and that no federal legislation or regulations should be incompatible with achieving this conclusion. (Private Members' Business M-220)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
