Presenting Reports from Inter-parliamentary Delegations

Presenting Reports from Committees

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 14th Report of the Committee (briefing excluding Members of Parliament). -- Sessional Paper No. 8510-371-26.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 15 to 18) was tabled.


Mr. Bevilacqua (Vaughan -- King -- Aurora), from the Standing Committee on Finance, presented the Sixth Report of the Committee (Bill C-22, An Act to amend the Income Tax Act, the Income Tax Application Rules, certain Acts related to the Income Tax Act, the Canada Pension Plan, the Customs Act, the Excise Tax Act, the Modernization of Benefits and Obligations Act and another Act related to the Excise Tax Act, with amendments). -- Sessional Paper No. 8510-371-27.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 18 and 20) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Obhrai (Calgary East), seconded by Mr. Peschisolido (Richmond), Bill C-348, An Act to require public acknowledgement of support given to a cultural project that involves public funds, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Wasylycia-Leis (Winnipeg North Centre), seconded by Mr. Martin (Winnipeg Centre), Bill C-349, An Act to amend the Criminal Code (sale of intoxicating products), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Questions on Order Paper

Pursuant to Standing Order 39(7), Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the return to the following question made into an order for return:

    Q-21 -- Ms. Girard-Bujold (Jonquière) -- For the fiscal years 1997-98 and 1998-99, can the government provide a detailed list of all grants awarded by the Economic Development Agency of Canada for the Regions of Quebec in Quebec's 75 federal ridings? -- Sessional Paper No. 8555-371-21.

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-28 on the Order Paper.

NOTICES OF MOTIONS FOR THE PRODUCTION OF PAPERS

It was ordered, -- That an Order of this House do issue a copy of the resumé of each individual employee of the Department of Agriculture and Agri-Food Canada for all positions from Director General up to and including Deputy Minister, showing educational background and qualifications, professional work experience and, in particular, any experience related to primary production prior to joining Agriculture and Agri-Food Canada. (Notice of Motion for the Production of Papers P-19 -- Mr. Easter (Malpeque))

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the Return to this Order. -- Sessional Paper No. 8550-371-19.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-17, An Act to amend the Budget Implementation Act, 1997 and the Financial Administration Act, as reported by the Standing Committee on Finance without amendment.

Pursuant to Standing Order 76.1(5), the Speaker selected for debate Motion No. 1.

Mr. Williams (St. Albert), seconded by Mr. Mark (Dauphin -- Swan River), moved Motion No. 1, -- That Bill C-17, in Clause 6, be amended by replacing lines 14 to 22 on page 3 with the following:

      ``6. (1) Section 85 of the Act is amended by adding the following after subsection (1):
      (1.1) Sections 89 to 130.2 and 153 and 154 do not apply to the Canada Pension Plan Investment Board.''

Debate arose on Motion No. 1.

The question was put on Motion No. 1, and pursuant to Standing Order 45, the recorded division was deferred until later this day, at the expiry of the time provided for Government Orders.


The Order was read for the third reading of Bill S-2, An Act respecting marine liability, and to validate certain by-laws and regulations.

Mr. Tobin (Minister of Industry) for Mr. Collenette (Minister of Transport), seconded by Mr. Goodale (Minister of Natural Resources), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the third time and passed.


At 5:30 p.m., pursuant to Standing Order 45, the House proceeded to the taking of the deferred recorded division at report stage of Bill C-17, An Act to amend the Budget Implementation Act, 1997 and the Financial Administration Act, as reported by the Standing Committee on Finance without amendment.
