Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mr. Strahl (Fraser Valley), Bill C-355, An Act to amend the Statutory Instruments Act (regulatory accountability), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Lincoln (Lac-Saint-Louis), seconded by Mr. Patry (Pierrefonds -- Dollard), Bill S-15, An Act to enable and assist the Canadian tobacco industry in attaining its objective of preventing the use of tobacco products by young persons in Canada, was read the first time and ordered for a second reading at the next sitting of the House.

Motions

The following motion, standing on the Order Paper in the name of Mr. Day (Leader of the Opposition), was called and, pursuant to Standing Order 81(4)(a), was deemed adopted, -- That consideration by the Standing Committee on Foreign Affairs and International Trade of Votes 20 and 25 under FOREIGN AFFAIRS AND INTERNATIONAL TRADE -- Canadian International Development Agency in the Main Estimates for the fiscal year ending March 31, 2002, be extended beyond May 31, 2001.

Ms. St-Hilaire (Longueuil), seconded by Mr. Bergeron (Verchères -- Les-Patriotes), moved, -- That the Second Report of the Standing Joint Committee on Official Languages, presented on Wednesday, May 2, 2001, be concurred in.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Questions on Order Paper

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answers to questions Q-36 and Q-38 on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-11, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger, as reported by the Standing Committee on Citizenship and Immigration with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Group No. 1 -- Motions Nos. 1 to 4.

Group No. 2 -- Motions Nos. 5 to 8.

Group No. 3 -- Motions Nos. 9, 10 and 12.

Group No. 1

Ms. Robillard (President of the Treasury Board) for Ms. Caplan (Minister of Citizenship and Immigration), seconded by Mr. Anderson (Minister of the Environment), moved Motion No. 1, -- That Bill C-11, in Clause 3, be amended by replacing lines 1 to 7 on page 3 with the following:

``(i) to promote international justice and security by fostering respect for human rights and by denying access to Canadian territory to persons who are criminals or security risks; and

(j) to work in cooperation with the provinces to secure better recognition of the foreign credentials of permanent residents and their more rapid integration into society.''

Ms. Dalphond-Guiral (Laval Centre), seconded by Mr. Bigras (Rosemont -- Petite-Patrie), moved Motion No. 2, -- That Bill C-11, in Clause 5, be amended by deleting lines 1 to 4 on page 5.

Ms. Dalphond-Guiral (Laval Centre), seconded by Mr. Bigras (Rosemont -- Petite-Patrie), moved Motion No. 3, -- That Bill C-11, in Clause 19, be amended by replacing line 11 on page 11 with the following:

``resident or a protected person to enter Canada if satisfied following''

Ms. Robillard (President of the Treasury Board) for Ms. Caplan (Minister of Citizenship and Immigration), seconded by Mr. Anderson (Minister of the Environment), moved Motion No. 4, -- That Bill C-11, in Clause 30, be amended

(a) by replacing, in the French version, line 7 on page 15 with the following:

``30. (1) L'étranger ne peut exercer un emploi''

(b) by replacing, in the French version, line 14 on page 15 with the following:

``exercer un emploi ou à y''

Debate arose on the motions in Group No. 1.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Ms. Girard-Bujold (Jonquière), seconded by Mr. Cardin (Sherbrooke), -- That Bill C-209, An Act to amend the Income Tax Act (Public Transportation Costs), be now read a second time and referred to the Standing Committee on Finance.

The debate continued.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

ADJOURNMENT PROCEEDINGS

At 6:30 p.m., pursuant to Standing Order 38(1), the question ``That this House do now adjourn'' was deemed to have been proposed.

After debate, the question was deemed to have been adopted.
