The Order was read for the second reading and reference to the Standing Committee on Finance of Bill S-23, An Act to amend the Customs Act and to make related amendments to other Acts.
Mr. Cauchon (Minister of National Revenue), seconded by Mr. Pettigrew (Minister for International Trade), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.
Debate arose thereon.
Mr. Jaffer (Edmonton -- Strathcona), seconded by Mr. Rajotte (Edmonton Southwest), moved the following amendment, -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

``this House declines to give second reading to Bill S-23, An
Act to amend the Customs Act and to make related amendments
to other Acts, since the principle of the Bill fails to
specifically and adequately address national security at
Canada's borders with respect to terrorist activities.''.

that, in the name of the Canadian people, this House reassert our country's fundamental adherence to the rule of law, and to preserving and protecting our human rights as outlined in our Charter.
