At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.
The House resumed consideration of the motion of Mr. Godfrey (Don Valley West), seconded by Mr. Saada (Brossard -- La Prairie), -- That Bill S-14, An Act respecting Sir John A. Macdonald Day and Sir Wilfrid Laurier Day, be now read a second time and referred to the Standing Committee on Canadian Heritage.
The debate continued.
Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
GOVERNMENT ORDERS
The House resumed consideration of the motion of Mr. Cauchon (Minister of National Revenue), seconded by Mr. Pettigrew (Minister for International Trade), -- That Bill S-23, An Act to amend the Customs Act and to make related amendments to other Acts, be now read a second time and referred to the Standing Committee on Finance;
And of the amendment of Mr. Jaffer (Edmonton -- Strathcona), seconded by Mr. Rajotte (Edmonton Southwest), -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:
-
``this House declines to give second reading to Bill S-23, An
Act to amend the Customs Act and to make related amendments
to other Acts, since the principle of the Bill fails to
specifically and adequately address national security at
Canada's borders with respect to terrorist activities.''.
The debate continued.
The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.
After one minute, a quorum was found.

Debate arose thereon.
Mr. Chatters (Athabasca), seconded by M. Fitzpatrick (Prince Albert), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:
-
``Bill C-6, An Act to amend the International Boundary
Waters Treaty Act, be not now read a third time but that it
be read a third time this day six months hence.''.
