Pursuant to Standing Order 34(1), Mr. Patry (Pierrefonds -- Dollard) presented the Report of the Canadian parliamentary delegation of the Assemblée parlementaire de la Francophonie (APF) respecting its participation to the APF Bureau meeting, held in Quebec City, Quebec, on July 6, 2001. -- Sessional Paper No. 8565-371-52-06.

Pursuant to Standing Order 34(1), Mr. Patry (Pierrefonds -- Dollard) presented the Report of the Canadian parliamentary delegation of the Assemblée parlementaire de la Francophonie (APF) respecting its participation at the 16th ordinary session of the APF, held in Quebec City, Quebec, from July 8 to 10, 2001. -- Sessional Paper No. 8565- 371-52-07.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mr. Herron (Fundy -- Royal), Bill C-398, An Act to amend the Criminal Code (consecutive sentence for use of firearm in commission of offence), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Adams (Peterborough), one concerning health care services (No. 371-0377) and one concerning Canada's railways (No. 371-0378);

-- by Mr. Asselin (Charlevoix), one concerning the highway system (No. 371-0379);

-- by Mr. Herron (Fundy -- Royal), one concerning post- secondary education (No. 371-0380).

Questions on Order Paper

Mr. Regan (Parliamentary Secretary to the Minister of State and Leader of the Government in the House of Commons) presented the answer to questions Q-59 and Q-60 on the Order Paper.

Pursuant to Standing Order 39(7), Mr. Regan (Parliamentary Secretary to the Minister of State and Leader of the Government in the House of Commons) presented the return to the following question made into an order for return:

Q-62 -- Mr. Cummins (Delta -- South Richmond) -- With regard to programs and all other special expenditures for aboriginals in Delta -- South Richmond, what was the total expenditure by department for the fiscal years 1996-97 to 2000-01 inclusive, for each band or aboriginal organization?

APPLICATION FOR EMERGENCY DEBATE

Pursuant to Standing Order 52, Mr. Hilstrom (Selkirk -- Interlake) asked leave to move the adjournment of the House for the purpose of discussing a specific and important matter requiring urgent consideration, namely, the agriculture industry.

The Speaker decided that the matter was proper to be discussed and, pursuant to Standing Order 52(9), directed that it be considered later this day.

MOTIONS

By unanimous consent, it was ordered, -- That, notwithstanding any Standing Order, the House continue to sit immediately following the conclusion of Private Members' Hour, and resolve itself into a Committee of the Whole to consider the matter raised pursuant to Standing Order 52, namely, the agriculture industry, provided that during consideration thereof: (a) the Speaker may from time to time act as Chair of the Committee; (b) no Member may speak for more than 10 minutes; (c) the Chair of the Committee shall not receive any quorum call or any motion except a motion ``That the Committee do now rise''; (d) when no Member rises to speak, or at 10:00 p.m., whichever is earlier, the Committee shall rise; and (e) when the Committee rises, the House shall immediately adjourn to the next sitting day.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), -- That Bill C-6, An Act to amend the International Boundary Waters Treaty Act, be now read a third time and do pass;

And of the amendment of Mr. Chatters (Athabasca), seconded by M. Fitzpatrick (Prince Albert), -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

"Bill C-6, An Act to amend the International Boundary Waters Treaty Act, be not now read a third time but that it be read a third time this day six months hence.".

By unanimous consent, it was ordered, -- That the amendment be withdrawn.

The debate resumed on the main motion.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Tuesday, October 2, 2001, at the expiry of the time provided for Government Orders.

The House resumed consideration of the motion of Mr. Goodale (Minister of Natural Resources), seconded by Mr. Eggleton (Minister of National Defence), -- That Bill C-27, An Act respecting the long-term management of nuclear fuel waste, be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

WAYS AND MEANS

Mr. Peterson (Secretary of State (International Financial Institutions)) laid upon the Table, -- Notice of a Ways and Means motion to amend the Customs Tarrif and the Excise Tax Act and related laws relating to ships' stores. (Ways and Means Proceedings No. 7) -- Sessional Paper No. 8570-371-7.

Pursuant to Standing Order 83(2), at the request of Mr. Peterson (Secretary of State (International Financial Institutions)), an Order of the Day was designated for the consideration of this Ways and Means motion.

By unanimous consent, it was ordered, -- That, at 6:30 p.m. on Monday, October 1, 2001, the House continue to sit and resolve itself into a Committee of the Whole to consider a motion ``That the Committee take note of the difficulties experienced by the Canadian airline industry'', provided that during consideration thereof: (a) the Speaker may from time to time act as Chair of the Committee; (b) no Member may speak for more than 10 minutes; (c) the Chair of the Committee shall not receive any quorum call or any motion except a motion ``That the Committee do now rise''; (d) when no Member rises to speak, or at 10:00 p.m., whichever is earlier, the Committee shall rise; and (e) when the Committee rises, the House shall immediately adjourn to the next sitting day.

By unanimous consent, it was ordered, -- That, notwithstanding the Order adopted earlier this day, the debate in Committee of the Whole later this day commence immediately following Private Members' Hour, and last for a period not exceeding three hours and 30 minutes.
