MOTIONS

By unanimous consent, it was ordered, -- That Bill C-15, An Act to amend the Criminal Code and to amend other Acts, be deemed to have been read a second time and referred to the Standing Committee on Justice and Human Rights;

That it be an instruction to the Committee that it divide the Bill into two bills, the first containing the provisions of the Bill respecting protection of children from sexual exploitation, criminal harassment, disarming or attempting to disarm a peace officer, home invasions, allegations of miscarriage of justice and reform and modernization of criminal procedure, and the second containing the provisions respecting cruelty to animals and amendments to the Firearms Act; and

That the Committee report the first bill to the House no later than Wednesday, October 31, 2001, and the second bill no later than Friday, November 30, 2001.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Collenette (Minister of Transport), seconded by Mr. Nault (Minister of Indian Affairs and Northern Development), Bill C-34, An Act to establish the Transportation Appeal Tribunal of Canada and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources of Bill C-33, An Act respecting the water resources of Nunavut and the Nunavut Surface Rights Tribunal and to make consequential amendments to other Acts.

Mr. Nault (Minister of Indian Affairs and Northern Development), seconded by Mr. Boudria (Leader of the Government in the House of Commons), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Vellacott (Saskatoon -- Wanuskewin), seconded by Mr. Martin (Esquimalt -- Juan de Fuca), moved, -- That, in the opinion of this House, the government should: (a) condemn the Sudanese regime for the recent attacks on civilian populations and humanitarian agencies working in Southern Sudan and its denial of urgent humanitarian assistance to specific needy civilian populations; (b) review its policies and relationship with the present regime in Khartoum; and (c) make it clear that the continuation of such crimes against humanity against identifiable groups of people constitutes genocide, and that these abuses must end immediately. (Private Members' Business M-246)

Debate arose thereon.
