Pursuant to Standing Order 30(5), the House proceeded to Oral Questions.

MOTIONS

By unanimous consent, it was ordered, -- That the first item to be considered under Government Orders on Thursday, October 4, 2001, be a motion by the Leader of the Government in the House of Commons ``That the Report of the Special Committee on the Modernization and Improvement of the Procedures of the House of Commons, presented on Friday, June 1, 2001, be concurred in, provided that the proposed amendment therein to Standing Order 52(13) be amended by deleting the words ``of his or her party'' and that the recommendations of the Report, as amended, come into force on the Monday following the adoption of this Order.''; and

That at 4:00 p.m. on Thursday, October 4, 2001, or when no Member rises to speak, whichever is earlier, the said motion be deemed adopted.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Ms. McLellan (Minister of Justice), seconded by Mr. Normand (Secretary of State (Science, Research and Development)), -- That Bill C-30, An Act to establish a body that provides administrative services to the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court and the Tax Court of Canada, to amend the Federal Court Act, the Tax Court of Canada Act and the Judges Act, and to make related and consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Justice and Human Rights.


The Order was read for the second reading and reference to the Standing Committee on Transport and Government Operations of Bill C-34, An Act to establish the Transportation Appeal Tribunal of Canada and to make consequential amendments to other Acts.

Mr. Dion (Minister of Intergovernmental Affairs) for Mr. Collenette (Minister of Transport), seconded by Ms. Caplan (Minister of Citizenship and Immigration), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Transport and Government Operations.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Bergeron (Verchères -- Les-Patriotes), seconded by Mr. Sauvageau (Repentigny), -- That a humble Address be presented to Her Excellency praying that she will intercede with Her Majesty to cause the British Crown to present an official apology to the Acadian people for the wrongs done to them in its name between 1755 and 1763. (Private Members' Business M-241)

The debate continued.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

DELEGATED LEGISLATION

Pursuant to Standing Order 125, the following motion standing on the Order Paper in the name of Mr. Schmidt (Joint Chairman of the Standing Joint Committee on Scrutiny of Regulations) was deemed moved and adopted:

      That the Second Report of the Standing Joint Committee for the Scrutiny of Regulations, presented on Thursday, June 7, 2001, be concurred in.

Accordingly, pursuant to Standing Order 123(1), it was ordered, -- That section 58 of the Fresh Fruit and Vegetable Regulations, C.R.C. 1978, c. 285, be revoked.
