Presenting Petitions

Pursuant to Standing Order 36, a petition certified correct by the Clerk of Petitions was presented as follows:

APPLICATION FOR EMERGENCY DEBATE

Pursuant to Standing Order 52, Mr. Duncan (Vancouver Island North) asked leave to move the adjournment of the House for the purpose of discussing a specific and important matter requiring urgent consideration, namely, the softwood lumber industry.

Pursuant to Standing Order 52(8), the Speaker deferred his decision on whether the matter was proper to be discussed.

MOTIONS

By unanimous consent, it was ordered, -- That at the conclusion of the debate later this day on the motion for second reading of Bill C-217, An Act to provide for the taking of samples of blood for the benefit of persons administering and enforcing the law and good Samaritans and to amend the Criminal Code, all questions necessary to dispose of the motion be deemed put and a recorded division deemed requested and deferred until Tuesday, October 16, 2001, at the expiry of the time provided for Government Orders.

GOVERNMENT ORDERS

Pursuant to Order made Wednesday, October 3, 2001, Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), seconded by Mr. Pagtakhan (Secretary of State (Asia-Pacific)), moved, -- That the Report of the Special Committee on the Modernization and Improvement of the Procedures of the House of Commons, presented on Friday, June 1, 2001, be concurred in, provided that the proposed amendment therein to Standing Order 52(13) be amended by deleting the words ``of his or her party'' and that the recommendations of the Report, as amended, come into force on the Monday following the adoption of this Order. (Government Business No. 14)

Debate arose thereon.

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After six minutes, a quorum was found.

The House resumed consideration of the motion of Mr. Boudria (Minister of State and Leader of the Government in the House of Commons), seconded by Mr. Pagtakhan (Secretary of State (Asia-Pacific)). (Government Business No. 14)

The House resumed consideration of the motion of Mr. Collenette (Minister of Transport), seconded by Ms. Caplan (Minister of Citizenship and Immigration), -- That Bill C-34, An Act to establish the Transportation Appeal Tribunal of Canada and to make consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Transport and Government Operations.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Transport and Government Operations.

At 1:00 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Strahl (Fraser Valley), seconded by Mr. Hill (Macleod), -- That Bill C-217, An Act to provide for the taking of samples of blood for the benefit of persons administering and enforcing the law and good Samaritans and to amend the Criminal Code, be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The debate continued.

Pursuant to Order made earlier this day, the question was deemed put on the motion and a recorded division was deemed requested and deferred until Tuesday, October 16, 2001, at the expiry of the time provided for Government Orders.

By unanimous consent, it was ordered, -- That the House resolve itself into a Committee of the Whole to consider the matter raised pursuant to Standing Order 52, namely, the softwood lumber industry, provided that during the consideration thereof (a) the Speaker may from time to time act as Chair of the Committee; (b) the first representative from each party may speak for no more than ten minutes, with a five-minute question-and-comment period, and no subsequent Member may speak for more than ten minutes; (c) the Chair of the Committee shall not receive any dilatory motion, quorum call, or request for unanimous consent; (d) when no Member rises to speak, or after three hours of debate, whichever is earlier, the Committee shall rise.

EMERGENCY DEBATE

Pursuant to Standing Order 52 and Order made earlier this day, the House resolved itself into a Committee of the Whole to consider a specific and important matter requiring urgent consideration, namely, the softwood lumber industry.

At 6:15 p.m., the Committee rose.
