MOTIONS
By unanimous consent, it was ordered, -- That the Order of reference to the Standing Committee on Finance of Bill C-16, An Act respecting the registration of charities and security information and to amend the Income Tax Act, be discharged and the Bill withdrawn;
That, notwithstanding any Standing Order or usual practice, immediately upon the adoption of this Order, a Minister of the Crown shall table a notice of a Ways and Means motion which shall immediately be deemed to have been concurred in, whereupon the House shall proceed immediately to the Daily Routine of Business, except for Introduction of Private Members' Bills, Presenting Petitions and Questions on the Order Paper, which shall be taken up at 3:00 p.m. this day;
That Private Members' Business shall not be taken up this day, but that the House proceed directly to Government Orders; and
That, at the ordinary hour of daily adjournment this day, the House continue to sit and resolve itself into a Committee of the Whole to consider a motion ``That the Committee take note of the international actions against terrorism'', provided that, during the consideration thereof: (a) the Speaker may from time to time act as Chair of the Committee; (b) the Chair of the Committee shall not receive any quorum call or any motion except a motion ``That the Committee do now rise''; (c) after the first spokeperson for each party, no Member may speak more than once or for more than ten minutes; (d) when no Member rises to speak, the Committee shall rise; and (e) when the Committee rises, the House shall immediately adjourn to the next sitting day.

Ms. McLellan (Minister of Justice) laid upon the Table, -- Notice of a Ways and Means motion relating to the Registration of Charities under the Income Tax Act. (Ways and Means Proceedings No. 8) -- Sessional Paper No. 8570-371-8.
Pursuant to Order made earlier today, the Ways and Means Motion No. 8 was deemed adopted.

Introduction of Government Bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. McLellan (Minister of Justice), seconded by Mr. MacAulay (Solicitor General of Canada), Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities in order to combat terrorism, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.
Recommendation
(Pursuant to Standing Order 79(2))
Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities in order to combat terrorism''.

Pursuant to Standing Order 34(1), Mr. Caccia (Davenport) presented the Report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation at the Third Part of the 2001 Session of the Parliamentary Assembly of the Council of Europe, held in Strasbourg, France, from June 25 to 29, 2001. -- Sessional Paper No. 8565-371-51-06.
GOVERNMENT ORDERS
The Order was read for the consideration of the Business of Supply.
Mr. Clark (Calgary Centre), seconded by Mr. Strahl (Fraser Valley), moved, -- That this House reaffirm its condemnation of the terrorist attacks against our NATO ally, the United States of America, on September 11, 2001, and affirm its support for Canada's courageous men and women in the Canadian Forces who are responding to defend freedom and democracy in the international military coalition against terrorism; and
That this House hereby order the Standing Committee on Foreign Affairs and International Trade and the Standing Committee on National Defence and Veterans Affairs to sit jointly to hold frequent meetings with ministers and officials of the government and the military.

Mrs. Wayne (Saint John), seconded by Mr. Casey (Cumberland -- Colchester), moved the following amendment, -- That the motion be amended by replacing the words ``jointly to hold frequent meetings'' with the following:

Whereupon, Mr. Reynolds (West Vancouver -- Sunshine Coast) seconded by Mr. Sorenson (Crowfoot), moved, -- That the matter of the media receiving information on the contents of Bill C-36, An Act to amend the Criminal Code, the Official Secrets Act, the Canada Evidence Act, the Proceeds of Crime (Money Laundering) Act and other Acts, and to enact measures respecting the registration of charities in order to combat terrorism, before Members of Parliament and before the Bill was tabled in the House of Commons, be referred to the Standing Committee on Procedure and House Affairs.
