The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Mr. Kilger (Stormont -- Dundas -- Charlottenburgh), Deputy Speaker and Chairman of Committees of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada Act.

PRAYERS

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill S-23, An Act to amend the Customs Act and to make related amendments to other Acts, as reported by the Standing Committee on Finance without amendment.

Pursuant to Standing Order 76.1(5), the Deputy Speaker selected and grouped for debate the following motions:

    Group No. 1 -- Motions Nos. 1 and 2.

Group No. 1

Mr. Bergeron (Verchères -- Les-Patriotes), seconded by Mr. Perron (Rivière-des-Mille-Îles), moved Motion No. 1, -- That Bill S-23 be amended by adding after line 22 on page 91 the following new clause:

``85.1 At the end of the first year after the coming into force of this Act, the Minister shall prepare a report on the application of its provisions and of any regulations made under those provisions, and shall lay the report without delay before the Standing Committee on Finance.''

Mr. Bergeron (Verchères -- Les-Patriotes), seconded by Mr. Perron (Rivière-des-Mille-Îles), moved Motion No. 2, -- That Bill S-23 be amended by adding after line 22 on page 91 the following new clause:

``85.2 After concluding its proceedings and hearing all the witnesses whose attendance it considers necessary, the Standing Committee on Finance shall report to the House of Commons on its findings, assessments and recommendations with respect to any amendments to be made to this Act.''

Debate arose on the motions in Group No. 1.

Mr. Harb (Ottawa Centre), from the Standing Committee on Foreign Affairs and International Trade, presented the Eighth Report of the Committee (Bill C-32, An Act to implement the Free Trade Agreement between the Government of Canada and the Government of the Republic of Costa Rica, without amendment). -- Sessional Paper No. 8510-371-76.

A copy of the relevant Minutes of Proceedings (Meeting No. 33) was tabled.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The House resumed consideration at report stage of Bill S-23, An Act to amend the Customs Act and to make related amendments to other Acts, as reported by the Standing Committee on Finance without amendment;

And of the motions in Group No. 1 (Motions Nos. 1 and 2).

The debate continued on the motions in Group No. 1.

The question was put on Motion No. 1 and, pursuant to Standing Order 45, the recorded division, which also applies to Motion No. 2, was deferred until Tuesday, October 23, 2001, at the expiry of the time provided for Government Orders.

PRIVATE MEMBERS' BUSINESS

At 12:45 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Canadian Heritage of Bill S-7, An Act to amend the Broadcasting Act.

Mr. Harvard (Charleswood St. James -- Assiniboia), seconded by Mr. Cotler (Mount Royal), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Canadian Heritage.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
