The Clerk informed the House of the unavoidable absence of the Speaker.

Thereupon, Mr. Bélair (Timmins -- James Bay), Deputy Chairman of Committees of the Whole, took the Chair, pursuant to Standing Order 8.

PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Benoit (Lakeland), seconded by Mr. Bailey (Souris -- Moose Mountain), moved, -- That an Order of the House do issue for copies of all studies that were done prior to the banning of the 2% and 5% solutions of strychnine to show the effect that the banning of these solutions would have on Canadian farmers. (Private Members' Business P-3)

Debate arose thereon.

Pursuant to Standing Order 90, the Order was dropped to the bottom of the order of precedence on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources of Bill C-37, An Act to facilitate the implementation of those provisions of first nations' claim settlements in the Provinces of Alberta and Saskatchewan that relate to the creation of reserves or the addition of land to existing reserves, and to make related amendments to the Manitoba Claim Settlements Implementation Act and the Saskatchewan Treaty Land Entitlement Act.

Mr. Nault (Minister of Indian Affairs and Northern Development), seconded by Ms. Robillard (President of the Treasury Board), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

Pursuant to Standing Order 34(1), Mr. Comuzzi (Thunder Bay -- Superior North) presented the Report of the Canadian Section of the Canada-United States Inter-Parliamentary Group respecting its visit to Washington, D.C., in June and July 2001. -- Sessional Paper No. 8565-371-59-02.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Mr. McNally (Dewdney -- Alouette), Bill C-403, An Act respecting fugitives in Canada from justice in other countries, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Adams (Peterborough), one concerning cruelty to animals (No. 371-0411) and one concerning health care services (No. 371-0412).

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Manley (Minister of Foreign Affairs), seconded by Mr. Goodale (Minister of Natural Resources), -- That Bill C-35, An Act to amend the Foreign Missions and International Organizations Act, be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade;

And of the motion of Ms. Bulte (Parliamentary Secretary to the Minister of Canadian Heritage), seconded by Ms. Carroll (Parliamentary Secretary to the Minister of Foreign Affairs), -- That this question be now put.

The debate continued.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Tuesday, October 23, 2001, at the expiry of the time provided for Government Orders.
